OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING AN ART PROJECT FOR THE NORTH COLLEGE
IMPROVEMENT PROJECT AND AUTHORIZING EXPENDITURES
FROM THE CULTURAL SERVICES AND FACILITIES FUND TO
COMMISSION AN ARTIST TO CREATE THE ART PROJECT
WHEREAS, the City is in the process of commencing the second phase of constructing
the North College Improvement Project (the"Project"); and
WHEREAS, pursuant to Sections 23-303 and 23-304 of the City Code, one percent of the
funds appropriated for the Project was set aside for use in the acquisition, installation and
maintenance of works of art in accordance with the Art in Public Places Guidelines adopted by
the City Council in Ordinance No. 047, 1998 (the "Guidelines"); and
WHEREAS, during the first phase of the Project, the Project Team used the pre-approved
APP Design Consultant Resource List to select artist Andy Dufford of Chevo Studios (the
"Artist") to work with the Project Team to develop design concepts appropriate to the Project
site; and
WHEREAS, the design concepts developed by the Artist during the first phase of the
Project have been incorporated into the streetscape and complement the overall project design;
and
WHEREAS, for the second phase of the Project, the Project Team selected the Artist to
continue work with the Project Team and representatives of the North College Business
Association to further develop design concepts appropriate to the Project site that are
complementary with the design concepts in prior project phase; and
WHEREAS, the Art in Public Places Board (the "Board") evaluated the Artist's designs
for the second phase of the Project at its regular meeting on June 17, 2015, pursuant to the
Guidelines; and
WHEREAS, based on that evaluation, the Board is recommending the Artist's proposal
for artwork consisting of five stone and metal monuments, integrating animal-themed
medallions, that will illuminate the pedestrian walk and identify block numbers for wayfinding
(the "Art Project"); and
WHEREAS, the budget for the Art Project, including design, materials, fabrication,
installation and contingency for the Art Project, is $120,109, including the Art in Public Places
budget contribution in the amount of$33,542, and the remaining $86,567 to be provided by the
North College Improvement Project budget; and

WHEREAS, the funds described above are already appropriated and will be used to
provide for the Artist's design fees, materials, fabrication, installation and contingency for the
Art Project; and
WHEREAS, Section 23-309 of the City Code requires that the Board's selection of the
recommended art be presented for Council review and approval because the cost of the art
exceeds $10,000.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That the City Council hereby approves the Art Project.
Section 2. That the City Council hereby authorizes the expenditure of up to THIRTY
THREE THOUSAND FIVE HUNDRED FORTY TWO DOLLARS ($33,542) from the Cultural
Services and Facilities Fund, for the Art Project proposed by the Artist, the conceptual designs
for which were selected by the Art in Public Places Board on June 17, 2015.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this
21 st day of July, A.D. 2015.
