HomeMy WebLinkAbout2011-063-07/19/2011-APPROVING THE PROGRAMS AND PROJECTS THAT WILL RECEIVE FUNDS FROM THE FEDERAL COMMUNITY DEVELOPMENT B RESOLUTION 2011-063 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING THE PROGRAMS AND PROJECTS THAT WILL RECEIVE FUNDS FROM THE FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM, THE HOME INVESTMENT PARTNERSHIPS PROGRAM AND THE CITY'S HUMAN SERVICES PROGRAM WHEREAS, the Community Development Block Grant (CDBG) Program and the Home Investment Partnerships (HOME) Program are ongoing grant administration programs funded by the Department of Housing and Urban Development (HUD); and WHEREAS, the City has received CDBG Program funds since 1975 and HOME Program funds since 1994; and WHEREAS, the City Council has budgeted General Fund dollars in the Human Services Program and the Affordable Housing Fund for use in assisting affordable housing programs and projects and community development activities; and WHEREAS,on January 18,2000,the City Council approved Resolution 2000-13,formally adopting a competitive process for the allocation of City financial resources to affordable housing programs and projects and community development activities; and WHEREAS,since January 2011,the CDBG Commission has held a public hearing to obtain citizen input on community development and affordable housing needs,and has heard presentations and asked clarification questions from each applicant that submitted a proposal to the City requesting funding; and WHEREAS, on May 12, 2011, the CDBG Commission held a special meeting for the purpose of preparing a recommendation to the City Council as to which programs and projects should be funded with the FY 2011 CDBG Entitlement Grant and CDBG Program Income, Prior Year's CDBG Program Income,the use of Unprogrammed FY 2010 CDBG funds,Unprogrammed FY 2010 HOME funds, Unprogrammed FY 2010 HOME CHDO funds, Unprogrammed FY 2004 HOME funds, and the utilization of funds from the City's 2011 Human Services Program; and WHEREAS,the City Council has considered the recommendation of the CDBG Commission and has determined that the City's 2011 allocation should be made as set out in this Resolution.
