OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES
RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND
FOR THE PURPOSE OF COMMISSIONING AN ARTIST TO CREATE ART FOR
THE LINDEN STREET STREETSCAPE PROJECT
WHEREAS, the City is currently in the process of making improvements to Linden Street
from Jefferson Street to the Poudre River (the "Project"); and
WHEREAS, pursuant to Sections 23-303 and 23-304 of the City Code, one percent of the
funds appropriated for the Project are to be set aside in the Art in Public Places reserve account in
the Cultural Services and Facilities Fund for use in the acquisition or.leasing of works of art, the
maintenance, repair or display of works of art, and administrative expenses related to the Art in
Public Places Program, in accordance with the Art in Public Places Guidelines adopted by the City
Council in Ordinance No. 047, 1998 (the "Guidelines"); and
WHEREAS,$7,060 has been appropriated and is available in the Art in Public Places reserve
account in the Cultural Services and Facilities Fund to spend on artwork for the Project; and
WHEREAS, an additional $17,998 of the Project funds would be appropriated for Art in
Public Places upon the City Council's approval on second reading of Ordinance No.099,2011;and
WHEREAS, the Art in Public Places Board (the "Board") selected an artist for the Project
from the APP Design Consultant Resource List; and
WHEREAS,Susan Dailey(the"Artist")was selected to work with the Project Team to create
design concepts appropriate to the Project site; and
WHEREAS, the Board evaluated the Artist's designs at its regular meeting on April 20,
2011, pursuant to the Guidelines; and
WHEREAS, based on that evaluation,the Board is recommending the Artist's.proposal for
artwork.consisting of approximately twelve designs reflecting the cultural history of Fort Collins,
which can be sandblasted into granite pavers to be set into the Linden Street sidewalks between
Jefferson and Willow Streets (the "Art Project"); and
WHEREAS, the estimated cost to create the Art Project, including design, materials,
installation, administration, maintenance and contingency for the Art Project, is $25,058; and
WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the
recommended art be presented for Council review and approval because the cost of the art exceeds
$10,000.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City Council hereby authorizes the expenditure of up to TWENTY FIVE
THOUSAND FIFTY EIGHT DOLLARS ($25,058) from the Art in Public Places reserve account
in the Cultural Services and Facilities Fund, contingent on the approval on second reading of
Ordinance No. 099, 2011,for the Art Project proposed by Susan Dailey,the conceptual designs for
which were reviewed and approved by the Art in Public Places Board on April 20, 2011.
Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 6th
day of September, A.D. 2011.
