HomeMy WebLinkAbout2010-018-03/16/2010-REPEALING RESOLUTION 2010-008 AND AUTHORIZING THE MAYOR TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT RESOLUTION 2010-018 OF THE COUNCIL OF THE CITY OF FORT COLLINS REPEALING RESOLUTION 2010-008 AND AUTHORIZING THE MAYOR TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE STATE OF COLORADO DEPARTMENT OF TRANSPORTATION FOR THE PURPOSE OF SUPPORTING THE CITY'S FC BIKES PROGRAM FOR THE FISCAL YEAR 2010 FUNDING PERIOD UTILIZING CONGESTION MITIGATION AND AIR QUALITY FUNDS WHEREAS,the City's"FC Bikes Program"(the"Program")has been awarded Congestion Mitigation and Air Quality ("CMAQ") federal grant funding from the North Front Range Metropolitan Planning Organization and the Colorado Department of Transportation("CDOT");and WHEREAS, on February 23, 2010, the City Council adopted Resolution 2010-008 authorizing the Mayor to enter into an intergovernmental agreement with CDOT for the purpose of supporting the Program for fiscal years 2010 and 2011; and WHEREAS,subsequent to the adoption of Resolution 2010-008,the City has been informed that the CMAQ grant from CDOT is only applicable to fiscal year 2010 and is in the total funding amount of$150,000; and WHEREAS,the City Council has,accordingly,determined that Resolution 2010-008 should be repealed and that this Resolution should be adopted to clarify the record that the authorization granted under this Resolution is for the year 2010 and that the grant is in the amount of$150,000; and WHEREAS, the CMAQ grant for the fiscal year 2010 awards the City $150,000 provided that the City expends matching funds in the amount of$37,500 for the 2010 budget year; and WHEREAS, using the CMAQ funding, the Program will continue to improve community outreach and operational practices to increase bicycling in the community and integrate training in bicycle safety in a comprehensive manner throughout the Program activities; and WHEREAS,the Program also includes new events,campaigns and regional coordination to improve safety and increase the number of persons bicycling throughout the community and to and from neighboring communities; and WHEREAS, the City Council has determined that it is in the best interests of the City that the Mayor be authorized to enter into this intergovernmental agreement for CMAQ funding for the Program. NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That Resolution 2010-008 is hereby repealed. Section 2. That the Mayor is hereby authorized to enter into an intergovernmental agreement with the State of Colorado Department of Transportation for the purpose of obtaining Congestion Mitigation and Air Quality management funding for the FC Bikes Program for the fiscal year 2010 funding cycle in the total sum of$150,000 and for the City to provide matching funds in the amount of$37,500 for the 2010 budget year.
