OF THE COUNCIL OF THE CITY OF
FORT COLLINS EXPRESSING APPROVAL
BY THE CITY OF THE LAND USE ELEMENT
OF THE COMPREHENSIVE PLAN
WHEREAS, the citizens of the City of Fort Collins have a strong desire
in achieving and maintaining a desirable community, and
WHEREAS, a Comprehensive Plan will be a policy guide to decisions
concerning the physical , social , economic, and environmental development of
the City, and
WHEREAS, the legal authority granting the City of Fort Collins the
right to conduct land use planning and implementation of land use plans is
granted in the City' s Charter, Article XIX - Planning and Zoning, and
WHEREAS, the citizens of the City of Fort Collins nave devoted an
extraordinary amount of time and effort in the Comprehensive Planning
process, and
WHEREAS, all City Departments have participated in and provided
significant input of their own to the process, and
WHEREAS, the City' s Boards and Commissions have had the opportunity to
review and comment during the process, and
WHEREAS, the general public has had the opportunity to review and
comment through various public hearings durinq the process, and
WHEREAS, the Comprehensive Plan provides the opportunity for consis-
tency between land use decisions and the pwovisron of public facili; — arc'
services, and
WHEREAS, the Council of the City of Fort Collins formally adopted
the Goals and Objectives of the City of Fort Collins on the 2nd day of
August, A 0 1977, and
WHEREAS, the Goals and Objectives is the foundational document of the
Comprehensive Plan which allows determining detailed policies and pro-
grams/projects necessary to implement them
iv'OW, THEPEFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City of Fort Collins nereby approves and endorses the Land
Use Element of the Comprehensive Plan, known as the Land Use Policies
Plan
BE IT FURTHER RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as
follows
Section 1 The City of Fort Collins will maintain a land use planning
process which establishes goals, objectives, and policies to aid land use
decision making for a time period up to twenty years into the future
Section 2 The City's Land Use Policies Plan will consist of specific
policies which are designed to aid the land use decision-making process of
the City Council , its advisory boards and commissions, City departments,
other governmental units, as well as private citizens
Section 3 The City' s Land Use Policies Plan policies will be sup-
ported by appropriate maps and other graphics which show the anticipated
land uses in the City and surrounding urban fringe
Section 4 The City shall adopt specific standards, criteria, pro-
cesses, ordinances, projects, and programs to implement the Land Use
Policies Plan following the implementation schedule outlined in Chapter
III
Section 5 Existinq ordinances, rules, regulations, and procedures
will be utilized to implement the Larid Use Policies Plan until new tech-
niques can be developed
Section 6 The City shall establish an urban growth area related to
land use needs anticipated in the future
Section 7 The City' s urban growth area shall be phased in increments
based on a Capital Improvements Program Within the phasing portion of the
urban growth area, the lack of services and facilities may require growth
limitations
Section 8 Proposed development and redevelopment will be in conform-
ance with the City' s Land Use Policies Plan
Section 9 Land Use Policies Plan amendments will only oe considered
once a year, except amendments proposed by the City Council based on staff
recommendations The procedure for amending the Plan dill incluae at least
two public hearings, one before the Planning and Zoning Board and one
before the City Council No changes or amendments to the Land Use Policies
Plan will be made until and unless there has peen complete compliance with
the procedure for amending the Plan
Section 10 The City will establisn measurable criteria in order to
determine the quality of life envisioned by the Goals and Objectives of the
Comprenensive Plan within one year after adoption of the Land Use Policies
Plan
Section 11 The City of Fort Collins Planning and Zoning Board shall
annually audit the success of the policies of the Larid Use Policies Plan in
achieving and maintaining the quality of life in the City

Passed and adopted at an adjourned meeting of the Council of
the City of Fort Collins this 14th day of August, A D 1979
