HomeMy WebLinkAbout1970-038-04/16/1970-ADOPTING THE REPORT OF THE CITY ENGINEER ON THE ESTIMATED COSTS AND ASSESSMENTS FOR CONSOLIDATED STR RESOLUTION 70-38 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING THE REPORT OF. THE CITY ENGINEER ON THE ESTIMATED COSTS AND ASSESSMENTS- FOR CONSOLIDATED STREET IMPROVE- MENT DISTRICT NO. 63 AND APPROVING THE DETAILS AND SPECIFICATIONS FOR THE SAME, DETERMINING THE NUMBER OF INSTALLMENTS AND THE TIME WITHIN WHICH COSTS SHALL BE PAYABLE, THE RATE OF INTEREST TO BE CHARGED ON UNPAID INSTALLMENTS AND THE PROPERTY TO BE ASSESSED FOR THE SAME, AND AUTHORIZING THE PUBLICATION AND MAILING OF NOTICE TO 'THE PROPERTY OWNERS OF ALL REAL ESTATE IN SAID DISTRICT TO BE ASSESSED AND TO ALL PERSONS INTERESTED GENERALLY, AND FIXING THE DATE OF HEARING WHEN THE CITY COUNCIL WILL CONSIDER BY ORDINANCE THE ORDERING OF THE. PROPOSED IMPROVEMENTS WHEREAS, heretofore the City Council by resolution directed the City Engineer to make a complete survey of proposed Consolidated Street Improvement District No. 63 for the purpose of preparing a map, plans and specifications and estimate of the cost of said improvements in said district; . and WHEREAS, the City Engineer has made his report of the estimated costs and assessments for said district and has presented the details and specifications for the same; and NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the report and details and specifications as presented by the City Engineer for said Consolidated Street Improvement District No. 63 be and the same hereby are accepted and adopted; and That the assessments for the cost of installing the improvements in said district will be made upon all of the lots - and lands abutting upon the streets and alleys to be improved in the district in proportion as the frontage of each lot or tract of land on a particular street or alley is to the frontage of all .lots and lands on said particular street or alley so improved, all as provided in Section 15-63(a) and 15-64 of the Code of Ordinances of the City of Fort Collins, Colorado, 1958, as amended; and That said assessments shall be payable in ten (10) equal annual installments with interest on the unpaid installments at the rate of six per cent (6%) per annum; and that the estimated costs and assessments, map of the district, schedule showing the approximate amount to be assessed per abutting foot upon the several properties in the district, . all as presented by the City Engineer, be and the same hereby accepted and adopted; and that Thursday, June 4, 1970, at the hour of 1:30 o'clock P.M. , or as soon thereafter as the matter may come on for hearing in the Council Chambers of the City Hall; City of Fort Collins, is the date on which the Council of the City of Fort Collins will consider the ordering by ordinance of the proposed improvements. and hear all complaints. and objections that may be filed in writing concerning the proposed improve- ments by the owners of any real estate to be assessed or any persons interested in the same; and That the City Clerk be and he hereby is directed to.give notice by publication and mailing to the owners of property. to.be assessed and all interested persons generally, all as set forth. in Section 15-57 of the Code of Ordinances of the City of Fort Collins, Colorado, 1958, as amended. AND THE TIME IN WHICH THE COSTS OF SUCH IMPROVEMENTS WILL BE PAYABLE, THE RATE. OF INTEREST TO. BE PAID ON UNPAID INSTALLMENTS, THE EXTENT OF THE DISTRICT TO. BE IMPROVED, THE PROBABLE COSTS AND THE MAXIMUM COSTS PER ABUTTING FOOT, THE TIME WHEN THE CITY. COUNCIL WILL CONSIDER ORDERING BY ORDINANCE THE PROPOSED IMPROVEMENTS. AND HEAR COMPLAINTS AND OBJECTIONS, AND A MAP OF THE DISTRICT AND DETAILS CONCERNING THE SAME ARE ON FILE AND CAN BE SEEN IN THE CITY CLERK'S OFFICE Public Notice is hereby given to-persons interested and to owners of property to be assessed in Consolidated Street Improvement District No. 63 that the kind of improvements proposed for said district is the improvement of streets. and alleys within the district by the installation of curb, gutter and street pavement and sidewalks; and That the cost of said improvements as assessed will be payable in ten (10) equal annual installments and that the rate of interest to be paid on unpaid and deferred installments.will be six per cent (6%) per annum and that the extent of the district to be improved is as follows: Bishop Street between Leland Avenue and Maple Street; . Alpert Court between Stover Street and the end of Alpert Court as now platted; Plum Street between Taft Hill Road and Glenmoor Drive; Glenmoor Drive from Plum Street to a point 135 feet South. of Plum Street; Ponderosa Drive between Orchard Place and Mulberry Street;. Laurel Street between Ponderosa Drive and a point 128 feet West of Ponderosa Drive; Orchard Place between Ponderosa Drive and .a point 128 feet West of Ponderosa Drive; and that the probable cost for said district as shown by the total estimate of the City Engineer is $41,755.00,_ exclusive of the cost of collection, legal and advertising, engineering, financing, interest and other incidentals; and That to. said cost will be added an amount equal to seventeen per cent (17%) of such cost to cover the expense of collection, legal and advertising, engineering, financing, interest during construction, and other incidentals; and That assessments. for the cost of improving.particular streets and alleys within the district will be made upon all the lots and lands abutting upon the streets and alleys to be improved within the district in proportion as the frontage of each lot or tract of land on a particular street and alley is to the frontage of all lots and lands on one particular street or alley .so improved, all as provided in Section 15-63(a) and 15-64 of the Code of Ordinances of the-City. of Fort Collins, Colorado, 1958, as amended; and That the maximum cost per abutting foot, exclusive of the cost of collection, legal and advertising, engineering, financing, interest during construction, and other incidentals, on the streets and alleys to be improved is as follows: Street Paving assessment per abutting foot Bishop Street between Leland Avenue and $4.79 Maple Street; Alpert Court between Stover Street and $9.22' the end of Alpert Court as now platted; Plum Street between Taft Hill Road and $5.15 Glenmoor Drive; Glenmoor Drive from Plum Street to a point $5.15 135 feet South of Plum Street; Ponderosa Drive between Orchard Place and $8.21 Mulberry Street; . Laurel Street between Ponderosa Drive and a $8.21. point 1-28 feet West of-,Ponderosa Drive; Orchard Place between Ponderosa Drive and a $8.21 point 128 feet West of Ponderosa Drive; and That Thursday, June 4, 1970, at the hour of 1:30 o'clock P. M. in the Council Chambers in the City Hall, Fort Collins, Colorado, is the date:. that the City Council will consider the ordering by ordinance 'of the proposed improvements and will hear all,complaints and objections that may be made and filed in writing by the owners of any -real property to be assessed or persons interested generally. No complaints or objections will be considered unless the same are made in writing and filed at the office of the City Clerk in the City Hall before said date; and That a map of the district and estimates of cost, . schedules showing approximate amount per abutting foot to be assessed upon the several lots . or parcels of land.within the district and all proceedings of the City. Council in the premises are on file and can be seen and examined in the City Clerk's office during business hours at any time before the hearing on June 4, 1970.
