HomeMy WebLinkAbout1978-057-08/01/1978-ESTABLISHING A CITIZEN'S ADVISORY COMMITTEE ON ELECTRIC RATE FORMS RESOLUTION 78-57 OF THE COUNCIL OF THE CITY OF FORT COLLINS ESTABLISHING A CITIZEN'S ADVISORY COMMITTEE ON ELECTRIC RATE FORMS WHEREAS, the City Council is desirous of receiving additional citizen input to the process of establishing electric rate forms, and WHEREAS, the City Council desires to set forth the composition and responsibilities of such committee NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS 1 The formation of a Citizen's Committee is hereby authorized and shall be designated as "The Citizen's Advisory Committee on Electric Rate Forms" 2 The Committee shall be composed of seven (7) members, who shall serve without monetary compensation The members shall be selected from a list of applicants by majority vote of the City Council 3 All appointments of committee members shall continue in effect until July 1, 1979 4 Any vacancy on the committee during its existence shall be filled by a majority vote of the Council 5 In selecting committee members the Council will give considera- tion to special skills and applicable experience and shall attempt to achieve balanced representation of the various customer classes Industry (58) Public Authority (14%) Commercial (45%) Residential (35%) 6 Within two weeks after its appointment, the Committee shall con- vene and select a chairman, and such other officers as the committee deems necessary, from among its members and shall establish such rules for the conduct of its business as it deems appropriate 7 The committee shall endeavor to submit its final report to the City Council prior to dissolution of the committee on July 1, 1979 8 The committee is hereby established for the following purposes a To provide an additional element of citizen input and per- spective to the development and implementation of rate forms which would be compatible with the City's legal and economic requirements b To review electric rate design objectives and recommend changes thereto h y c To increase public understanding of electric rate forms through reports to Council and to the general public d To recommend rate forms which would achieve energy conservation e To consider the cost effectiveness of recommended rate forms f To review the work of other citizen and regulatory groups rela- tive to costing methodologies and report the consensus or summary findings thereof Passed and adopted at a regular meeting of the City Council held this 1st day of August, A D 1978 _ r ATTEST r1V ZTe kk DQ�-ry ,ty� -2-
