HomeMy WebLinkAbout1983-189-11/01/1983-ESTABLISHING POLICIES REGARDING THE CONSTRUCTION OF DAMS ON THE CACHE LA POUDRE RIVER L RESOLUTION 83- 189 OF THE COUNCIL OF THE CITY OF FORT COLLINS ESTABLISHING POLICIES REGARDING THE CONSTRUCTION OF DAMS ON THE CACHE LA POUDRE RIVER WHEREAS, on October 2 , 1968, the Wild and Scenic Rivers Act was passed by Congress, and WHEREAS, the Wild and Scenic Rivers Act states "It is hereby declared to be the policy of the United States that certain selected rivers of the Nation which, with their immediate environments, possess outstand- ingly remarkable scenic, recreational , geologic, fish and wildlife, his- torical , cultural , or other similar values, shall be preserved in free- flowing conditions, and that they and their immediate environments shall be protected for the benefit and enjoyment of present and future genera- tions ", and WHEREAS, a 1975 amendment (PL 93-621) to the Wild and Scenic Rivers Act required the study of twelve rivers in the state, one of which was the Cache La Poudre, and WHEREAS, the State of Colorado and the U S Forest Service have prepared an environmental impact statement and subsequent recommendations regarding possible Wild and Scenic designation of the Cache La Poudre River, and WHEREAS, the City is continuing to pursue the development of plans for and eventual construction of Rockwell Reservoir located on the south fork of the Cache La Poudre River, and WHEREAS, the dater Board of the City of Fort Collins recommended that the Rockwell Reservoir site be excluded from wild and scenic desig- nation, and WHEREAS, the City may need to acquire or construct additional raw water storage facilities in the future in order to effectively utilize its water supply, and WHEREAS, the Colorado Water Conservation Board conducted a recon- naissance study of possible water storage projects on the main stem of the Cache La Poudre River, and WHEREAS, the reconnaissance study revealed that the large main stem dams and reservoirs which were studied were not economically feasible, and WHEREAS, providing water service to the proposed Anheuser-Busch brewery will not require or result in the construction of a dam and storage reservoir on the main stem of the Cache La Poudre River, and WHEREAS, the rationale for relocating Water Treatment Plant No 1 is not in any way associated with any plans to construct a dam and storage reservoir on the Cache La Poudre River, and WHEREAS, it is the finding of the Council of the City of Fort Collins that the City will not need to construct a dam and storage reservoir on the main stem of the Cache La Poudre River for either electric power generation or water storage, and WHEREAS, some members of the public have indicated the feeling that the City favors the dam because of Anheuser-Busch and the Plant relocation, and WHEREAS, future construction of impoundments, diversions, straighten- ing, rip-rapping, and other modification of the waterway or adjacent lands would not be permitted except in instances where such developments would not have a direct and adverse effect on the values for which that river area was included in the national system as determined by the Secre- tary charged with the administration of the area NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS THAT Section 1 The City of Fort Collins will neither be a participant in nor an advocate for the construction of a water storage reservoir and dam on the main stem of the Cache La Poudre River Section 2 Regarding possible Wild and Scenic designa- tion, the City' s official position is that A The Rockwell Reservoir site should be excluded from any designation B Supports designation of segments #1, #2, #3, #4, and #7 classified as "recreational river area" and segments #5 and #6 as "wild river areas " (Map 2, Corridor and Segment Map, draft of EIS, 1980, Cache La Poudre Wild and Scenic River Study Report - USDA Forest Service) Passed and adopted at a regular meeting of the City Council held this 1st day of November, A D 1983 a or ATTEST Q, A�.1c ,ty CierK -2-
