OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE CITY TO F`TTER INTO AN INTER-
GOVERNMENTAL AGRFENIENT WITH LARIMER COUNTY ,
COLORADO, FOR THE PURPOSE OF CPEATING THE
FORT COLLINS URBAN GROWTH AREA AND PROVIDING
FOR COORDINATED PLANNING AND DEVELOPMENT
ACTIVITIES TVITHIN THE FORT COLLINS
AREA
WHEREAS , continued gro%vth in the Fort Collins area suggests
that increased coordination between the City and County can result
in better management control of the development in this area and
WHEREAS , House Bill 1034 (1974) authorizes local governments
to cooaerate and contract with other units of government for the
purpose of planning and jointly regulating the development of land
with the goal of avoiding duplication of services and providing
for quality development within the greater metropolitan area and
WHEREAS , under the authority granted by House Bill 1034 , a
number of meetings were held between the Board of Commissioners of
Larimer County and the Council of the City of Fort Collins with
the intent on reaching agreement as to developmental go-ils and
policies within the gieatez metropolitan area , and
WHEREAS , a number of public hearings were held within the
community to solicit public input into the formation of the Fort
Collins Urban Crowth Area and for the establishment of develoD-
mental policies within said growth area, and
WHEIL, S , the Count, and the LTy have agr�-ei tc the �ollowing
policies
1 The City and the County would agree upon urban growth
area encompassing the City of Fort Collins ,
2 That no urban level development would be permitted to
take place outside of the urban growth area
3 That the City would agree to anne% all progert)t within
the unincorporated area of the urban growth area as
soon as said property became eligible for annefation,
and
4 That the County would approve only urban level dejelop-
ments within the urban growth area and that said
development would conform to all City development

4HFREAS , in order to effectuate said policies , it is
appropriate that the City and the County enter into a contractual
relationship
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF FORT COLLINS that the City Manager be , and he hereby is ,
authorized and directed to enter into a contractual agreement
with Larimer County , Colorado , in order to effectuate the goals
and policies set forth above
Passed and adopted at a regular meeting of the Council of
the City of Fort Collins held this 19th day of February 1980
