OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING POLICIES RELATING TO THE PARKLAND FUND
WHEREAS, the City of Fort Collins Parkland Fund was created by ordi-
nance of the Council on September 26, 1968, with an initial parkland
fee set at Forty Dollars ($40 00) per new dwelling unit, to be used for
parkland acquisition only, and in 1972 such fee was increased to One
Hundred Ninety-Five Dollars ($195 00) per new dwelling unit to be used for
both parkland acquisition and development, and
WHEREAS, since 1972 the fee has been increased several times and is
now set at Four Hundred Fifty Dollars ($450 00) per new dwelling unit, and
such fee has generated over $2 8 million in the Parkland Fund (including
transfers, interest earned and other miscellaneous revenue), and
WHEREAS, approximately sixty percent (60%) of said $2 8 million has
been spent on acquisition and development of community parks, and only
twenty-four percent (24%) on neighborhood parks (the remaining sixteen
percent (16%) on medians and other expenditures) , and
WHEREAS, the sizeable expenditure of funds in community parks has
substantially affected the City's ability to adequately develop neighbor-
hood parks to keep pace with new developments, and
WHEREAS, the City Council has requested and received a comprehen-
sive Parkland Fund report from the Parks and Recreation Department in
January, 1980, identifying policy issues, including the backlog of pro-
jects, financing of community parks, purchase of new park sites, and the
level of development of Rolland Moore Park, and
+ WHEREAS, at the work session of March 11, 1980, the Council received
and reviewed a staff report on policies regarding Parkland Fund issues,
including the revised 1980 fund budget allocations, location and type of
future expenditures, a proposed 5-year expenditure plan, alternate methods
{` for financing of other parks and projects (including those outside the
existing limits), and the cost of growth as it relates to ongoing operation
and maintenance, and
WHEREAS, formal policy statements have been drawn up based upon
discussion at the March 11 , 1980, meeting and such statements are now
presented for adoption
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the following Parkland Fund Policy be, and the same hereby is,
adopted
1 Funds generated from the parkland fee shall be primarily
spent for park purposes within the growth areas which
generate the funds, and beginning in 1981, said funds
are to be spent for acquisition and development of
neighborhood parks only, as such parks are defined in
the approved 5-year expenditure concept plan
2 Alternate methods and sources of financing other than
Parkland Fee Funds shall be used for the acquisition
and development of community parks, parks outside the
existing new growth areas, medians and frontage road
development, park renovation work, detention pond parks
not serving as neighborhood parks, etc
3 Future parkland development outside the existing
city limits could be accomplished through the use of any
one or a combination of methods, including
(a) Collection of the parkland fee, with acquisition
and development of park sites to a method similar
to that used in the past
(b) Allow a developer to dedicate a park site to meet
the city specifications in lieu of a portion of the
parkland fees The City would then develop the
site, using the balance of the fees collected
4 (c) Permit a developer to dedicate a park site to meet
city specifications in lieu of all or a portion of
the parkland fees, the completed park would then be
turned over to the City
(d) Allow a developer to construct and maintain a
neighborhood park as part of a Master Plan (PUD) ,
i eliminating all or a portion of parkland fees The
park would then serve in lieu of a City owned and
operated facility
(e) The City could examine a program of becoming more
speculative in land purchases, actively acquiring
park sites with the intention of buying more
acreage than needed, then selling off a portion of
the site and using any profits to construct the
park
4 The "cost of growth" is hereby recognized and will be
reflected in the budget as such cost relates to ongoing
operations and maintenance costs associated with the
development in new growth areas
