HomeMy WebLinkAbout1980-118-09/16/1980-MAKING A FINDING THAT PROPOSED AMENDMENT NO. 3 TO THE COLORADO CONSTITUTION (THE POUNDSTONE ANNEXATI f RESOLUTION 80-118 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING A FINDING THAT PROPOSED AMENDMENT NO 3 TO THE COLORADO CONSTITUTION (THE POUNDSTONE ANNEXATION AMENDMENT), AN ISSUE IN THE NOVEMBER 1980 STATE ELECTION, IS A MATTER OF OFFICIAL CONCERN AND FURTHER AUTHORIZING CITY CONTRIBUTIONS OR CONTRIBUTIONS IN KIND FOR THE PURPOSE OF OPPOSING SAID AMENDMENT WHEREAS, one of the issues in the November, 1980 state election is a proposed amendment to the Colorado Constitution known as Amendment No 3 - The Poundstone Annexation Amendment, and WHEREAS, it is the opinion of the City Council that said proposed amendment is an issue in which the City Council has an official concern, and WHEREAS, the Council desires to officially and publically make known its opposition to the proposed amendment and to make contributions or contributions in kind in support of that position, and WHEREAS, the Colorado Campaign Reform Act requires that the governing body of any political subdivision may make contributions or contributions in kind in campaigns involving issues of official concern, provided that specific approval of such contributions or contributions in kind has first been given by the political subdivision NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS AS FOLLOWS _ Section 1 That the City Council hereby finds and determines that the proposed amendment to the Colorado Constitution which is on the ballot in the November 1980 state election (known ay Amendment No 3 - The Poundstone Annexation Amendment) , is an issue of official concern to the City Council for the reason that it would severely limit the authorization of the City to annex contiguous property with the following negative impacts on the City (a) Increased costs to municipal taxpayers to support urban- izing fringe areas, (b) Impairment of coordinated city planning for and control of urban development, (c) Increased urban sprawl , (d) Incompatible development which detracts from the quality of life for municipal residents, (e) Creation of additional municipalities or special districts to serve urban areas Section 2 That the City Council hereby specifically approves City contributions or contributions in kind for the purpose of opposing said amendment, including the use of public funds or supplies, employees or paid officers working on a campaign during working hours, the use of any public facility or equipment during working hours, transportation or advertising involving public property or funds, and any employee or officer being granted leave from his job or office with pay to work on a campaign Passed and adopted at a regular meetin f the Council of the City of Fort Collins this 16th day of Se t er Llk,M,4 (155ibTl,A•rl Mayo ATTEST Ixta" ity Clerk � -2-
