HomeMy WebLinkAbout1980-131-10/21/1980-ADOPTING A FEES AND CHARGES POLICY FOR THE DEPARTMENT OF PARKS AND RECREATION RESOLUTION 80-131 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING A FEES AND CHARGES POLICY FOR THE DEPARTMENT OF PARKS AND RECREATION OF THE CITY OF FORT COLLINS WHEREAS, on July 22, 1980, the City Council reviewed and commented on the proposed fees and charges policy as submitted by the Recreation Divi- sion of the Department of Parks and Recreation, and WHEREAS, on July 22, 1980, the Parks and Recreation Advisory Board reviewed and commented on the proposed fees and charges policy as submitted by the Recreation Division of the Department of Parks and Recreation, and WHEREAS, the Parks and Recreation Advisory Board accepted the proposed fees and charges policy with minor suggested changes, and WHEREAS, the City Council considers it necessary to adopt the fees and charges policy for the Recreation Division of the Department of Parks and Recreation NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the following fees and charges policy as submitted by the Recreation Division of the Department of Parks and Recreation is hereby adopted, accepted and approved Department of Parks and Recreation Recreation Division Fees and Charges Policy 1 The Recreation Division shall recover a minimum of fifty percent (50%) of its total cost in revenue generated through fees and charges 2 The total direct revenue from all Recreation programs shall not fall below a one hundred percent (100%) recovery of total direct costs 3 For the purpose of evaluating which programs will cover total or partial expenditures, the following categories of Recreation programs have been created A Total Support 1 Sports 2 Dance and Fitness B Partial Support 1 Aquatics 2 Outdoor Recreation 3 Arts and Crafts 4 Special Interests C Minimal Support 1 Senior Citizens 2 Special Events 3 Therapeutics 4 Youth Centers 5 Northside Recreation 4 For recreation programs, the total revenue from fees and charges shall cover a minimum of eighty percent (80%) of "total" and "partial" support program costs The difference between the revenue generated and the total direct costs will be supported from the General Fund as well as those programs generating minimal support 5 The revenue generated from rentals, concessions and other miscel- laneous sources shall be considered on the same basis as class registra- tions when establishing fees and charges 6 The Recreation Division shall provide designated programs for senior citizens and developmentally disabled persons at one-half the established fee and to low income citizens at one-third the established fee 7 The Recreation Division shall charge rentals for rooms, pool time, gym, ball fields, and special equipment, as specified in written policies 8 An admission fee shall be charged at the Northside Community Center for use of the weight room, locker room, and gym during drop-in hours 9 The solicitation of funds through donations, fund-raising events, non-traditional sources, and various other needs shall be encouraged by the Parks and Recreation Advisory Board and City Council 10 Any funds collected or received for any special purpose shall be utilized for the specified purpose, and the use of foundations for the furtherance of this goal shall also be encouraged Passed and adopted at a regularteLng f the Coun of the City of Fort Collins held this 21st day of198 ATTEST AA 5- TE) City Cl -2-
