OF THE COUNCIL OF THE CITY OF FORT COLLINS
SUBMITTING TO THE REGISTERED ELECTORS OF THE CITY A PROPOSED
TWENTY-FIVE HUNDREDTHS PERCENT(0.25%) SALES AND USE TAX INCRE E
ON ALL TAXABLE SERVICES AND
TANGIBLE PERSONAL PROPERTY EXCEPT FOOD
FOR THE PURPOSE OF OBTAINING ADDITIONAL REVENUES
FOR HEALTH AND SAFETY PURPOSES
WHEREAS, a consultant to the City has recently completed a stud of the staffing levels in
Police Services (the "Study") and has made certain recommendations o the City Council, City
Manager and Police Chief on that subject, which recommendations a Council has received and
considered; and
WHEREAS,based upon the Key Findings in the Stud , the Council believes that there is a
pressing need for additional funding to substantially increas staffing levels within Police Services:
and
WHEREAS, the Strategic Plan of the Po e Fire Authority (PFA) identifies several
immediate concerns that must be addressed by th City if PFA is to maintain its current level of
service; and
WHEREAS,other immediate fundi needs must also be addressed by the Council in order
for the City to continue to adequately pro ct the health and safety of its residents; and
WHEREAS, funding for sue services is derived primarily from the City's sales and use
taxes; and
WHEREAS the rate f such taxes is among the lowest of Colorado Front Range
municipalities; and
WHEREAS,afte making substantial budget reductions in City operations over recent years,
the Council believes at, in order to adequately meet the City's health and safety needs, it is
necessary and in the ity's best interest to ask the voters of the City to increase the level of City sales
and use taxes by a . 5%increase for that limited purpose; and
WHE AS, if the voters approve this proposed increase, the Council intends that the
revenue ge rated by the new quarter-cent tax will be used to supplement the amounts presently
being exp ded for those purposes,and not to replace those amounts,so that the overall funding for
such se ices would be increased according to the percentages shown in the ballot language below;
and

WHEREAS,under Article X,Section 3 of the City Charter,the City Council may sub it any
question or proposed ordinance or resolution to the vote of the people at a regular or specia lection;
and
WHEREAS, on August 21, 2007, the City Council approved Ordinance 083, 2007,
calling a special municipal election to be held in conjunction with the Noven )er16, 2007 Larimer
County Coordinated Election, which preserved the opportunity for Council t place initiated or
referred issues on the November ballot.
NOW, THEREFORE, BE IT RESOLVED BY THE C/tedElection:

COLLINS that the following question,in substantially the formhall be submitted to
the registered electors of the City of Fort Collins at a speciction to be held in
conjunction with the November 6, 2007 Larimer County Coor
SHALL CITY OF FORT COLLINS TAXES BE INC ASED BY AN ESTIMATED $5.5
MILLION FOR THE FIRST FULL FISCAL YEAR BY SUCH AMOUNTS AS MAY
BE GENERATED ANNUALLY THEREAFTER AN INCREASE IN THE RATE OF
THE CITY'S SALES AND USE TAXES IN TH AMOUNT OF 0.25% (25 CENTS ON A
$100 PURCHASE) TO BE IMPOSED ON L TAXABLE ITEMS EXCEPT FOOD,
WHICH INCREASE WOULD COMMENC JANUARY 1,2008,WITH THE PROCEEDS
OF THE NEW TAX,TOGETHER WITH L INVESTMENT EARNINGS THEREON,TO
BE USED AS FOLLOWS:
• 60% TO HELP MEET ADDITIONAL NEEDS FOR POLICE
SERVICES;
• 20% TO HE MEET ADDITIONAL NEEDS FOR FIRE
PROTECTIO SERVICES;
• 20%TO H P MEET OTHER HEALTH AND SAFETY NEEDS;
WITH THE FULL UNT OF REVENUES DERIVED FROM THE TAX AND THE
INVESTMENT INC ME THEREON TO BE RETAINED AND EXPENDED BY THE
CITY NOTWIT TANDING ANY STATE REVENUE OR EXPENDITURE
LIMITATIONS LUDING, BUT NOT LIMITED TO, ARTICLE X, SECTION 20 OF
THE COLO CONSTITUTION?
