HomeMy WebLinkAbout2006-122-12/05/2006-APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FA RESOLUTION 2006-122 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND TO COMMISSION AN ARTIST TO CREATE GATEWAY ART ELEMENTS FOR THE EAST PROSPECT ROAD PROJECT WHEREAS, the City has recently completed the East Prospect Road Improvement Project (the "Project"); and WHEREAS, pursuant to Sections 23-303 and 23-304 of the City Code, one percent of the funds appropriated for the Project was set aside in the Art in Public Places reserve account in the Cultural Services and Facilities Fund for use in the acquisition or leasing of works of art, the maintenance, repair or display of works of art, and administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by Council in Ordinance No. 047, 1998 (the "Guidelines"); and WHEREAS, the Art in Public Places Board (the `Board"), selected an artist to design artwork for the Project using an RFP process through the City's Purchasing Department; and WHEREAS, May & Watkins Design, LLC (the "Artist") was selected to work with the Project Team to create a design concept appropriate to the Project site; and WHEREAS,the Board evaluated the Artist's final design at its regularmeeting on November 15, 2006, pursuant to the Guidelines; and WHEREAS,based on that evaluation,the Board voted to recommend the Artist's proposal for a work entitled "Pods and Blooms" that will consist of four sculptural steel elements derived from local seed-like forms creating a gateway into the city(the "Art Project"); and WHEREAS,the Art Project will include two larger sculptures,one to be placed at the eastern and one at the western edge of the East Prospect Road bridge, along with two smaller sculptures, thematically tied to the bridge sculptures,that will be placed at the River Bend Ponds and Deer Park parking areas; and WHEREAS,the estimated cost to create the Art Project,including commission of the Artist, fabrication, travel, installation and contingency for the Art Project, is $46,044; and WHEREAS, those funds are available in the Art in Public Places reserve account in the Cultural Services and Facilities Fund,and are appropriated as part of the 2006 budget,to provide for the artist design fees, fabrication, travel, installation and contingency for the Art Project; and WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the recommended art be presented for Council review and approval,because the cost of the art exceeds $10,000. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Council hereby authorizes the expenditure of up to FORTY SIX THOUSAND FORTY FOUR DOLLARS ($46,044)from the Art in Public Places reserve account in the Cultural Services and Facilities Fund for the Art Project,which will include two steel sculptures to be placed at the East Prospect Road bridge as a gateway to the City, along with two smaller steel sculptures to be placed in the parking areas of two nearby natural areas,which project is proposed by the artist May&Watkins Design, LLC, and the conceptual design of which was reviewed and approved by the Art in Public Places Board on November 15, 2006.
