HomeMy WebLinkAbout2006-055-05/16/2006-APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FA RESOLUTION 2006-055 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING EXPENDITURES FROM THE ART IN PUBLIC PLACES RESERVE ACCOUNT IN THE CULTURAL SERVICES AND FACILITIES FUND TO COMMISSION AN ARTIST TO CREATE ART ELEMENTS FOR THE NORTHSIDE AZTLAN COMMUNITY CENTER PROJECT WHEREAS, the City will soon begin construction of a new building to replace the existing Northside Aztlan Community Center facility(the"Project"); and WHEREAS, pursuant to Sections 23-303 and 23-304 of the City Code, one percent of the funds appropriated for the Project was set aside in the Art in Public Places reserve account in the Cultural Services and Facilities Fund for use in the acquisition or leasing of works of art, the maintenance, repair or display of works of art, and administrative expenses related to the Art in Public Places Program, in accordance with the Art in Public Places Guidelines adopted by Council in Ordinance No. 047, 1998 (the "Guidelines"); and WHEREAS,the Art in Public Places Board(the`Board"), selected an artist for this project using an RFP process through the City's Purchasing Department; and WHEREAS,Carolyn Braaksma ofBraaksma Design,Inc.(the"Artist")was selected to work with the Community Center Project Team to create a design concept appropriate to the Project site; and WHEREAS,the Board evaluated the Artist's final design at its regular meeting on April 19, 2006, pursuant to the Guidelines; and WHEREAS,based on that evaluation,the Board voted to recommend the Artist's proposal for artwork at the Project site that will consist of art elements integrated into the facade of the building and floor of the lobby area, including a five-foot diameter cut metal apex "Porthole"with papel picado (Mexican paper cuts) pattern over the front entry, stenciled glass windows also with the papel picado pattern for the front of the building, a community project of concrete and glass components located on an exterior wall, and a colored concrete floor in the main lobby with an inserted bronze face and cast glass disks (the"Art Project"); and WHEREAS,the estimated cost to create the Art Project,including commission of the Artist, fabrication, installation and contingency for the Art Project, is $78,037; and WHEREAS, those funds are available in the Art in Public Places reserve account in the Cultural Services and Facilities Fund,and are appropriated as part of the 2006 budget,to provide for the artist design fees, fabrication, installation and contingency for the Art Project; and WHEREAS, Section 23-308 of the City Code requires that the Board's selection of the recommended art be presented for Council review and approval,because the cost of the art exceeds $10,000. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Council hereby authorizes the expenditure of up to SEVENTY EIGHT THOUSAND THIRTY SEVEN DOLLARS($78,037)from the Art in Public Places reserve account in the Cultural Services and Facilities Fund for the Art Project, which will include a five-foot diameter cut metal apex "Porthole"with papel picado (Mexican paper cuts)pattern over the front entry, stenciled glass windows also with the papel picado pattern for the front of the building, a community project of concrete and glass components located on an exterior wall, and a colored concrete floor in the main lobby with an inserted bronze face and cast glass disks,which project is proposed by the artist Carolyn Braaksma of Braaksma Design, Inc., and the conceptual design of which was reviewed and approved by the Art in Public Places Board on April 19, 2006.
