OF THE COUNCIL OF THE CITY OF FORT COLLINS
REGARDING THE INITIATION OF PROCEEDINGS FOR THE
LEMAY/HARMONY SPECIAL IMPROVEMENT DISTRICT NO 78 , STATING
TFE NATURE AND LOCATION OF THE IMPROVEMENTS TO BE
MADE, DESCRIBING THE AREA TO BE ASSESSED FOR THE SAME,
AND DIRECTING THE DIRECTOR OF PUBLIC WORKS TO PREPARE
AND PRESFNT A REPORT TO THE COUNCIL
WHEREAS, the City of Fort Collins has received petitions from
affected property owners in the area designated as the
Lemay/Harmony Special Improvement District No 78 requesting the
initiation of proceedings for the creation of-Me Lemay/Harmony
Special Improvement District No 78 for the purpose of installing
certain public improvements, and
WhFREAS, the Council has received the petitions , accepts the
same and desires to initiate proceedings for the formation of the
Lemay/Harmony Special Improvement District No 78
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS
Section 1 That the petitions submitted by affected property
owners in the Lemay/Harmony Special Improvement District No 78
are hereby received and accepted
Section 2. That the improvements to be constructed consist
of basecourse and subbase, asphaltic concrete pavement , concrete
curb, gutter and sidewalks , sanitary sewer and appurtenances,
waterlines and appurtenances, drainage facilities and a bridge
Such improvements are needed in order to provide access for
vehicles and pedestrians to the properties abuttinq the streets to
be improved, and in order to provide storm drainage , water and
sewer service to properties within the district
Section 3 That the location of the improvements to be made is as follows
PHASE 1
Project A. Construction and surfacing of Lemay Avenue to a
width of thirty-six (36) feet from Harmony Road to Fossil Creek
Project B Construction and surfacing of Southridge Greens
Boulevard adjacent to property of The Archidiocese of Denver and
Fox Ridge II
C Construction and surfacina of remainder of Southridge
Greens Boulevard to its terminus in Southridge Greens,
including all utility improvements, construction and
surfacing of Front Jine Drive from Southridae Greens
Boulevard to Mail Creek Ditch, and construction and surfacing
of Greenridge Parkway from Southridge Greens Boulevard to its
terminus in Southridge Greens
D Installation of water transmission main running from
Fossil Creek Parkway to Lemay Avenue and continuing south on
Lemay Avenue for approximately 781 38 lineal feet and 14"
waterline in Southridae Greens Boulevard from the
intersection of Lemay Avenue and Southridge Greens Boulevard
running east approximately 980 lineal feet
E Installation of all utilities crossing Southriaae Greens
Golf Course
F Installation of offsite sewer line (Southridge Greens to
Tribly Road )
PHASE 2
G Construction and surfacing of the south half of Harmony
Road to 3,682 feet east of Lemay Avenue and to 1 ,960 feet
west of Lemay Avenue,
H Widening of Lemay Avenue from Harmony to 1000 feet south
of Harmony Road to a width of seventy feet ( 701 ) from flow
line to flow line, including all construction and surfacing
therefor and installation of curb, gutter, sidewalk and other
like improvements
I Construction and surfacing of Oak Ridge Drive from Lemay
Avenue to Wheaton Drive, construction and surfacing of
Wheaton Drive from Harmony Road to Boardwalk, construction
and surfacing of MCMurry Drive from Lemay Avenue to Wheaton
Drive, and construction and surfacing of Boardwalk Drive from
Lemay Avenue to Wheaton Drive including all utility
improvements therefor and,
J Placement of a 20 inch water line on Lemay Avenue from
Harmony Roac to the southernmost property line of Lake
Sherwood Joint Venture property
all improvements as more fully set forth in the Engineering Report
for the Lemay/Harmony Special Improvement District, on file with
the City Clerk
Section 4 That the area to be assessed for the improvement
described in Section 3 shall be as set forth in the petitions
heretofore submitted by the property owners in the Lemay/Harmony
Special Improvement District and on file with the City Clerk
Section 5 That the Director of Public Works is hereby
directed to prepare and present to the Council the following
a Preliminary plans and specifications of the proposed
improvements
b An estimate of the probable total cost of such
improvements, including construction , engineering, legal and
advertising costs, interest during construction and until
assessments are made by ordinance against the properties
benefited , and other incidental costs
c A map of the district to be assessed for the cost of the
improvements
Section 6 That a portion of the total cost of such
improvements shall be paid by the City at large and not by
assessments against the property in the district
Section 7 That said improvement district shall be known as
the Lemay/Harmony Special Improvement District No 78
Passed ana adopted at a regular meeting of the Council of the
City of Fort Collins this t day of June, 1983
