OF THE COUNCIL OF THE CITY OF FORT COLLINS
ESTABLISHING A CHOICE ADVISORY COMMITTEE
WHEREAS, on January 19, 1982, the Council of the City of Fort Collins
created a citizens advisory group, the CHOICE Policy Task Force, to
1 study the flow of energy in Fort Collins,
2 make recommendations for improving Fort Collins ' energy
efficiency, and
3 provide recommendations for the on-going assessment of energy
saving and alternative energy options for the Fort Collins
community, and
WHEREAS, the Council instructed the staff of the Electric Utility to
provide administrative and technical support in fulfilling its charge, and
WHEREAS, the findings and recommendations of this group were presented
to the Council of the City of Fort Collins on June 28, 1983, and
WHEREAS, the City Council desires additional citizen input in deter-
mining Fort Collins' energy future, and
WHEREAS, the City Council desires increased citizen input on methods
of increasing Fort Collins' energy use efficiency, and
WHEREAS, the City Council desires to create a CHOICE Advisory Commit-
tee and set forth the composition and responsibilities of such a committee
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that
1 The formation of a citizens' committee is hereby authorized
and shall be designated as "The CHOICE Advisory Committee"
2 The Committee shall be composed of seven (7) members, ap-
pointed by the City Council to serve without monetary compen-
sation The initial appointment to such Board shall consist
of the appointment of one (1) person for a one-year-term,
two (2) persons for a two-year-term, two (2) persons for a
three-year-term, and two (2) persons for a four-year-term
Thereafter, appointments shall be for a term of four (4)
years All appointments shall be for a term which ends on
June 30 In the event a vacancy occurs on such Board, the
same shall be filled by the City Council for the remaining
unexpired portion of the term Applications shall be sub-
mitted to the City in the same manner as applications
for City Boards and Commissions The members shall be
selected from a list of applicants by majority vote of the
City Council
3 In selecting committee members the Council shall give con-
sideration to the applicants' special skills and experience
and shall attempt to achieve balanced representation of the
various customer classes, end-use sectors, economic groups
and geographic locations within Fort Collins
4 The Electric Utility shall provide technical and administra-
tive staff support to the committee as required in order to
assist the committee in fulfilling its responsibilities
5 The CHOICE Advisory Committee is hereby charged with the
following responsibilities
A Apply the CHOICE Process, as defined in the Policy Task
Force Recommendation Report, for developing and evalu-
ating Fort Collins' community energy programs
Soliciting and receiving public program ideas
Defining and categorizing ideas
Developing and defining projects
Evaluating and prioritizing project ideas
B Make recommendations to City Administration
C Evaluate its progress annually to determine whether the
Committee shall be continued, changed or dissolved
Passed and adopted at a regular meeting of the City Council held
this 6th day of September A D , 1983
