HomeMy WebLinkAbout1983-143-09/06/1983-APPROVING THE BYLAWS OF THE FORT COLLINS PARKS AND RECREATION BOARD RESOLUTION 83-143 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING THE BYLAWS OF THE FORT COLLINS PARKS AND RECREATION BOARD WHEREAS, on October 28, 1965, the Counn 1 of the City of Fort Collins adopted Ordinance No 51, 1965, thereby creating the Fort Collins Parks and Recreation Board, and WHEREAS, - pursuant to Section 2-12 of the Code of the City of Fort Collins and the Boards and Commissions Policy Manual , the Fort Collins Parks and Recreation Board has formulated bylaws, and WHEREAS, said bylaws were adopted by the Fort Collins Parks and Recreation Board on August 23, 1983, and WHEREAS, the Fort Collins Parks and Recreation Board is now seeking Council approval of said bylaws pursuant to Section 2-12 of the Code of the City of Fort Collins NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the bylaws adopted by the Fort Collins Parks and Recreation Board be, and the same hereby are, approved Passed and adopted at a regular meeting of the City Council held this 6th day of September, A D 1983 May ATTEST City clerk BYLAWS OF THE FORT COLLINS PARKS AND RECREATION BOARD ARTICLE I - Introduction Section 1 These bylaws have been adopted by the Fort Collins Parks and Recreatio Board and shall become effective upon approval of the City Council and shall supersede any bylaws previously in effect Section 2 The name of this organization shall be the Fort Collins Parks awn 1e eation Board ARTICLE II - Purpose, Power and Duty The purpose of this Board shall be to advise the City Council re- garding all matters affecting the parks and recreation program of the City of Fort Collins and regarding the implementation of Article X of the Charter of the City of Fort Collins The Board shall further have the power and duty to cooperate with the Poudre R-1 School District and other organizations and individuals inter- ested in the parks and recreation program in the Fort Collins area ARTICLE III - Membership Section 1 The Board shall consist of nine (9) members appointed by the City�il Section 2 One member of the Poudre R-1 School District staff may be appointed as an ex-officio member of the Board by the Poudre R-1 Board of Education to act as a liaison between the City and the School District Section 3 Members of the Board shall serve for four (4) years or until t— eTi it successors are appointed Members of the Board may serve no more than two successive terms Section 4 The President is responsible for officially notifying the City CouncirT7with copies to the City Manager) when a member resigns or a vacancy exists for other reasons Council will appoint replacements by official resolution as needed Replacements will be expected to serve to the end of the term to which they are appointed Section 5 Members of the Board shall be subject to removal by the City CounciT— Section 6 Members of the Board shall serve without compensation ARTICLE IV - Officers Section 1 The officers of this Board shall be a President, Vice Press end t and-Secretary Section 2 Election of officers shall occur at the September meeting each year Section 3 The elected officers shall assume office immediately upon election anshall serve for a period of one year ARTICLE V - Committees Section 1 Committees shall be appointed by the President as needed for spec�ic tasks Section 2 Committees shall be dissolved by the President upon completion the assigned task and submission of a report ARTICLE VI - Meetings Section 1 Meetings shall be held as approved by the Board Section 2 Special meetings may be called by the President at his/her discretion Section 3 All meetings shall be open to the public Section 4 A quorum of the Board shall consist of five (5) voting members an no official action may be taken by the Board on any matter unless a quorum is present Section 5 Executive sessions may be called for the purpose of discussinT g ileged information relating to personnel or land acquisi- tion No formal action shall be taken by the Board at such sessions ARTICLE VII - Attendance Section 1 Newly elected members shall attend the next regular meeting of the Board after appointment Section 2 Regular attendance at meetings is required Therefore, either o�the following shall automatically cause a member' s appointment to terminate a Three (3) consecutive absences from regularly scheduled meetings of the Board not approved by the President b Four (4) absences from regularly scheduled meetings of the Board in any calendar year not approved by the President ARTICLE VIII - Procedures The Board shall operate pursuant to the procedures established by the City of Fort Collins and the State of Colorado for such Boards ARTICLE IX - Rules of Order All questions of order not answered in these bylaws shall be decided by Roberts Rules of Order, latest edition ARTICLE X - Amendments to Bylaws Amendments to these bylaws may be proposed by any member at any regularly scheduled Board meeting Proposed amendments shall be voted upon at the next regularly scheduled Board meeting Amendments must be approved by a majority of the voting members of the Board No amendment shall be valid if objected to by the City Council
