OF THE COUNCIL OF THE CITY OF FORT COLLINS
SUPPORTING AN EXTENSION OF THE CONSERVATION AND
RENEWABLE ENERGY TAX CREDITS
WHEREAS, the citizens of the City of Fort Collins have a strong desire
to achieve and maintain an energy conscious community; and
WHEREAS, technologies are available to reduce energy needs and to
utilize renewable energy resources for space heating, hot water heating,
and electrical generation; and
WHEREAS, the Community Held Options for Intelligent Choices in Energy
(CHOICE) process planning strategy employed by the Fort Collins Light and
Power Utility emphasizes the need for increased use of renewable energy
resources in meeting the energy needs of the citizens of Fort Collins;
and
WHEREAS, the Council of the City of Fort Collins has recently taken
steps to encourage the application of solar technologies by city resi-
dents, including the establishment of the Solar Services Agency with the
Light and Power Utility and the enactment of code provisions relating to
Solar Access; and
WHEREAS, federal and state conservation and renewable energy income
tax credits are available to residents and businesses, to stimulate invest-
ment in and encourage adoption of these technologies in order to ensure
their long term development and importance in meeting energy needs and
contribution to reduced dependence on imported energy sources; and
WHEREAS, the tax credit availability has a strong impact on consumer
decisions to invest in conservation materials and renewable energy tech-
nologies; and
WHEREAS, the existence of a viable industry to supply conservation and
renewable energy devices, nationally and locally, depends largely upon
the existence of these tax credits, which are scheduled to expire at the
end of 1985; and
WHEREAS, the total elimination of these tax credits, as scheduled,
will be devastating to the industry which has been established to this
point, as economic parity with non-renewable energy sources has not
yet been achieved in the short time in which these tax credits have
been available; and
WHEREAS, the Council of the City of Fort Collins hereby finds that an
extension of the federal and state conservation and renewable energy tax
credits at current or gradually reduced levels is vital to the continued
development of and progress in implementation of these technologies locally.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City Manager is hereby directed to urge state and federal
legislation to extend the conservation and renewable energy income tax
credits beyond their currently scheduled expiration dates, preferably at
their current level or as a minimum on a gradual phaseout basis.
Passed and adopted at a regular meeting of the Council of the City
of Fort Collins this 15th of May, 1984.
