OF THE CITY OF FORT COLLINS ADOPTING
AN UPDATED TRANSPORTATION DEVELOPMENT PROGRAM
1991-1995 FOR THE CALENDAR YEAR 1993
WHEREAS, pursuant to the Urban Mass Transportation Act of 1964, as amended,
the City of Fort Collins is required to adopt a comprehensive program for the
development and extension of mass transit programs; and
WHEREAS, in compliance with the Urban Mass Transportation Act of 1964, as
amended, the City has adopted a Transportation Development Program for the period
1991 through 1995; and
WHEREAS, in order to remain eligible to receive federal funding assistance,
the City is required to annually update its Transportation Development Program;
and
WHEREAS, it is intended that the Transportation Development Program is a
document that serves as a planning document and, as such, should be considered
as being conceptual and subject to amendment as conditions change; and
WHEREAS, the Council of the City of Fort Collins has determined the
Transportation Development Program best addresses the transportation needs and
concerns of the City of Fort Collins.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the updated Transportation Development Program for 1991-1995 for the
calendar year 1993, a copy of which is attached as Exhibit "A, " and incorporated
herein by this reference be, and hereby is, adopted.
Passed and adopted at a regular meeting of the City Council held this 19th
day of January, A.D. 1993.

ANNUAL REVISION
TRANSIT DEVELOPMENT PROGRAM
CITY OF FORT COLLINS
1993
Editorial Note: This update is being preformed as an amendment to the City's Transit
Development Program (TDP) 1991-1995.
EXISTING TRANSFORT SERVICE
SUPPLY & DEMAND:
There has been approximately a 10.5% increase in customer demand during 1992.There will
be an increase of 3,720 hours of service in 1993.
ROUTE ANALYSIS:
Scheduled changes are included in the TDP. Specifically, one route will be added and has
an implementation date of January 25, 1993. Please see map enclosed as Appendix A-
A new schedule brochure has been prepared to reflect this change.
TRANSIT SERVICE ALTERNATIVES
TRANSFORT SERVICE IMPROVEMENTS/EXPANSION:
The following is an assessment and revision of the original TDP as amended.
Near-term Service Improvements:
Scheduled changes are included in the TDP. Specifically, one route has been added to
Transfort service. An additional route may be added during calendar year 1993. Please see
map enclosed as Appendix A.
System Expansion:
System expansion will continue (beyond the near-term service improvements) with the full
implementation of Priority #1 found in the adopted TDP projected in 1994, but only after
City Council approval.
Regional (Intercity Service:
A study of the feasibility of regional bus service will occur during 1993. It will be a part of

the update to the Regional Transportation Plan for the north front range area.
Elderly & Disabled Service:
No significant changes are expected in services provided to the elderly or disabled
throughout 1993, except implementation of the Americans With Disability Act Transition
Plan for Transit. Details of that plan have previously been submitted to FTA.
Specialized Transportation Demand:
Demand is expected to increase with population and is consistent with original projections.
However, the movement to place developmentally disabled clients in smaller sized group
homes will put some additional pressure on existing services as this will cause more miles
to be traveled by paratransit vehicles.
Specialized Transportation Supply:
Supply is not expected to change significantly from original projections. The City is currently
examining the issues of funding and supply for paratransit services.
School District Service Coordination:
The City of Fort Collins has been exploring an agreement with the Poudre R-1 school
district for the joint use of the City's transit bus wash and fueling stations. This agreement
is being coordinated with FTA to insure proper rules and regulations are met.
Coordination and Cooperation Between The Systems:
The City will continue to provide Saturday dispatch support to Care-A-Van, Inc., the
paratransit service provider under contract with the City. This support will continue to
enhance services on Saturdays to area citizens.

5-YEAR OPERATIONS PI AN: 1991-1995
Management & Operations Plan:
Staffinx
Additional driving staff are expected to be required for the operation of the fixed-route bus
system during 1993. It is projected that 2.0 FTE's will be added to the 1993 labor force.
Financial Plan:
The supplemental funding for an additional route was approved by City Council during the
regular budget process which was finalized in November 1992. This increase covers the full-
year and start-up costs of the additional route. City Council, at its discretion, will provide
additional funding as appropriate for further implementation of the TDP. Additional
funding will be explored with the CSU administration during the year. The following major
capital projects are scheduled for CY 1993.
1) A variety of capital maintenance items will be completed during 1993 for
normal maintenance and repair.
2) 65 bus stop signs, and five new bus shelters will be purchased and installed
during the year.
3) A waste oil tank at the transit facility will be repaired during the year. These
repairs will meet compliance with EPA laws and regulations.
4) New computer hardware/software will be purchased and installed during 1993.
5) Up to nine buses will be purchased during 1993.
Fleet needs are determined as follows. The current Transfort fleet consists of nine (09)
1983 Bluebird 30 foot transit coaches, three (03) 1986 Bluebird transit coaches, three 24
passenger minibuses, two (02) Carpenter 30 foot coaches, and nine (09) 18-24 passenger
paratransit minibuses and four (04) paratransit mini-vans.

FOUR MINIVANS
Additional 30 foot coaches are required on routes #3, #4, #6, and #7 due to peaks in
demand on inclement weather days. The near term need for fifteen buses with an total fleet
of seventeen provides barely an adequate number of spares.
In addition, the Transfort and Care-A-Van fleets are aging. Nine Transfort vehicles are
near the end of their "useful life," and will be partially replaced in 1993.
Elderly & Disabled Services:
The City has a status quo budget for 1993 service.
Marketin P� lan:
Major changes are planned and expected during calendar year 1993.
Advertisine:
Exterior bus advertising was planned for implementation during 1993, however, new sign
ordinances passed by City Council preclude outside bus advertising.
