HomeMy WebLinkAbout1993-179-11/16/1993-COST OF DEVELOPMENT STUDY DEVELOPMENT REVIEW FEES FEE SCHEDULE RESOLUTION 93-179 ESTABLISHING A BASIS FOR THL- DEVELOPMENT REVIEW FEE SCHEDULE WHEREAS, the "Cost of Development Study" included a study of Planning Fees (aka Development Review Fees) charged for development-related applications; and WHEREAS, Council directed staff to propose a schedule of fees for public input and for consideration by. Council ; and WHEREAS, results of the Planning Fees study and options for increasing fees have been presented to the public for review and comment; and WHEREAS, staff has recommended that said fees should be based on recovery of 50% of the costs incurred for providing development review services by the departments in the Community Planning and Environmental Services Area (excluding Zoning, which recovers costs through the Building Permit/Plan Check Fees) ; and WHEREAS, the Planning and Zoning Board has recommended that said fees should be based on recovery of 20% of the costs incurred in providing development review services by all City departments that provide such services, excluding all those that recover costs through existing fee structures (Parks and Recreation, Stormwater Utility, Water and Wastewater and Zoning) ; and WHEREAS, by Resolution 93-91, Council adopted a fee policy which establishes certain criteria for determining the percentage of cost recovery for City fees, including: the nature of the City services, the nature and extent of the benefit to fee payers; the level of demand for a particular service; and ease of collection; and WHEREAS, the Council has considered the foregoing criteria as applied to Development Review Fees and has determined the appropriate cost recovery level for such fees. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1 . That the Development Review Fee Schedule shall be based on recovery of one hundred percent (100%) of the costs incurred for development review services by all City departments that provide such services, excluding those that recover such costs through other existing fee structures. Section 2. That options be explored and presented to Council for its consideration to utilize City use tax revenues to defray the cost of the foregoing development review fees, as well as other City fees, which may be imposed upon affordable housing projects in the City. Section 3. That the City Manager and City Attorney are hereby directed to prepare, and present to Council for its consideration, appropriate ordinances to implement the purpose of this Resolution and the direction contained herein.
