HomeMy WebLinkAbout1991-025-02/05/1991-BURNING HAZARDOUS SUBSTANCES CEMEMT KILNS MORATORIUM RESOLUTION 91-25 OF THE COUNCIL OF THE CITY OF FORT COLLINS SUPPORTING A MORATORIUM ON BURNING HAZARDOUS OR TOXIC SUBSTANCES IN CEMENT KILNS WHEREAS, proposals to burn hazardous or toxic substances as fuel in cement kilns raise a variety of public health, environmental , transportation, and other issues of concern to the citizens of Fort Collins and the City Council ; and WHEREAS, the primary authority for the management and regulation of toxic and hazardous substances rests with the U.S. Environmental Protection Agency on the Federal level , the Colorado Department of Health on the State level , and the Larimer County Health Department on the Local level ; and WHEREAS, the City Council desires cooperative working relationships with the U.S. Environmental Protection Agency, the Colorado Department of Health, and Larimer County on matters of environmental concern; and WHEREAS, the City Council believes that hazardous or toxic substances should not be burned as fuel in cement kilns until acceptable emissions standards have been established, a thorough and comprehensive regulatory review process has been adopted, and an effective enforcement and monitoring program has been implemented. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Council of the City of Fort Collins supports a temporary moratorium on the burning of hazardous or toxic substances as fuel in cement kilns until such time as acceptable emission standards, regulatory review processes, and enforcement and monitoring programs have been adopted and implemented.
