HomeMy WebLinkAbout1991-024-02/05/1991-CITIZEN INITIATED RESOLUTION MIDDLE EAST PEACE REGULAR ELECTION RESOLUTION 91-24 OF THE COUNCIL OF THE CITY OF FORT COLLINS REFERRING AN INITIATED RESOLUTION TO A VOTE OF THE REGISTERED ELECTORS OF THE CITY WHEREAS, under Article X Section 3 of the Charter of the City of Fort Collins, the registered electors of the City have the power to propose a measure to the Council , and, if the Council fails to adopt a measure so proposed, to adopt or reject such measure at the polls; and WHEREAS, an initiative petition pertaining to a Middle East Peace Initiated Resolution has been submitted, end the City Clerk has certified said petition as sufficient for submission of the initiated measure to a vote of the people at a regular election; and WHEREAS, the City Clerk has presented said petition to the City Council as provided in Article X, Section 4(g) (4) of the City Charter; and WHEREAS, upon presentation of an initiative petition certified as to sufficiency by the City Clerk, the Council shall either adopt the proposed resolution without alteration within thirty (30) days or refer such proposed measure in the form petitioned for, to the registered electors of the city at the next regular city election; and WHEREAS, the City Council desires to refer said initiated resolution to a vote of the registered electors of the City at said regular election. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS: Section 1 . That there is hereby referred to the registered electors of the City of Fort Collins at the regular election to be held in the several precincts of the City on Tuesday, April 2, 1991 , the following proposed resolution: MIDDLE EAST PEACE INITIATED RESOLUTION "WE THE PEOPLE of Fort Collins do not want any of our young men and women killed or wounded in an avoidable war. Nor do we want our dwindling national wealth, which we need for domestic problems, squandered on war. We therefore direct our City Council to inform the president and the congress that, while we deplore Iraq's invasion of Kuwait, we believe a Middle East war would be disastrous for all parties. We support United Nations sanctions against Iraq until it leaves Kuwait, and agrees to regional arms control and security measures. We call upon our government to bring home U.S. military forces quickly, except those comprising part of a United Nations peacekeeping force. We urge our government to support a United Nations-sponsored Middle East peace conference to address all conflicts in the region. We also urge that President Bush acknowledge that only congress has the constitutional right to declare war, which includes engaging in offensive military operations. We urge that our government help reduce our dependence on foreign oil by legislation to begin a comprehensive energy conservation policy and to further support the development of renewable energy sources. " Section 2. That said Initiated Resolution is hereby referred to the registered electors of the City of Fort Collins at said regular election in the following form: CITIZEN-INITIATED RESOLUTION A resolution promoting peace in the Middle East; supporting United Nations sanctions against Iraq; supporting a United Nations peace conference to address all Middle East conflicts; urging President Bush to acknowledge that only Congress can declare war or authorize offensive military action; urging the government to begin a comprehensive energy conservation policy; and supporting the development of renewable energy resources. FOR THE RESOLUTION AGAINST THE RESOLUTION Passed and adopted at a regular meeting of the Council of the City of Fort Collins this 5th day of February, A.D. 1991. Mayor ATTEST: � p City Clerk
