OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE MAYOR TO EXECUTE AN INTERGOVERNMENTAL
AGREEMENT WITH THE COLORADO DEPARTMENT OF TRANSPORTATION
REGARDING THE INSTALLATION OF FIBER OPTIC COMMUNICATION,
WIRELESS COMMUNICATION AND THE PURCHASE OF ASSOCIATED
EQUIPMENT OF THE ADVANCED TRAFFIC MANAGEMENT SYSTEM
WHEREAS, the City has been awarded a Federal Congestion Mitigation and Air Quality
(CMAQ)grant forthe purpose of installation of fiber optic communication,wireless communication
and the purchase of associated equipment of the Advanced Traffic Management System (the
"Project") for a total project cost of$893,849; and
WHEREAS, said project includes Federal funds in the amount of $827,899, and local
matching funds in the amount of$12,950 and a local agency"overmatch"in the amount of$53,000;
and
WHEREAS, fiber optic lines are intended to be installed along the Taft Hill Road,
Timberline Road, North College and the far South U.S. Highway 287 corridors, while the wireless
communication system is intended to be used in the downtown area; and
WHEREAS,the project also includes the purchase of equipment such as cabinets,controllers
and associated electronics; and
WHEREAS, the Council has determined that the CMAQ grant for the Advanced Traffic
Management System is in the best interest of the citizens of the City and that the Mayor should be
authorized to execute an intergovernmental agreement accepting the CMAQ grant in support of the
Project.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the Mayor is hereby authorized to execute an intergovernmental
agreement with the Colorado Department of Transportation awarding the City a Federal Congestion
Mitigation and Air Quality grant for the purpose of supporting the Project, which grant agreement
provides that the total budgeted funds for the Project shall be$893,849,including Federal funds in
the amount of $827,899 and local agency matching funds in the amount of $12,950 and a local
agency "overmatch" in the amount of$53,000.
Section 2. That said agreement shall be executed in substantially the same form and
substance on file in the office of the City Clerk, subject to such modifications and additional terms
as the City Manager, in consultation with the City Attorney, determines to be necessary and
appropriate to protect the interests of the City.
Passed and adopted at a regular meeting of the City Council held this 16th day of March,
A.D. 2004.
