HomeMy WebLinkAbout1985-056-04/02/1985-AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH THE HUMAN FACTORS RESOLUTION 85-56 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH THE HUMAN FACTORS RESEARCH LABORATORY OF COLORADO STATE UNIVERSITY AS CONSULTANTS AND ADVISORS ON CLASSIFICATION, PAY FOR PERFORMANCE AND COMPARABLE WORTH WHEREAS, the current classification system for the employees of the City of Fort Collins which was done in 1978 has become out of date; and WHEREAS, during the 1985 budget process the City Council directed that a study be performed on the the classification system, performance pay system and the issues of comparable worth/pay equity so that the City' s pay and performance system can be refined and retooled; and WHEREAS, the Purchasing Department issued Requests for Proposals from consultants to perform this study; and WHEREAS, twelve proposals were received and reviewed and three consul- tants were interviewed based on the quality of said proposals; and WHEREAS, the Human Factors Research Laboratory of Colorado State University was chosen by the Staff panel to do this work; and WHEREAS, monies were approved in the 1985 budget to pay for the cost of this study; and WHEREAS, the Human Factors Research Laboratory will perform all professional services as defined in the Scope of Services of the agreement between the parties for a cost not to exceed Sixty-Three Thousand Forty Dollars ($63,040); and WHEREAS, pursuant to Section 2-66 of the Code of the City of Fort Collins, no professional services agreement in excess of Twenty Thousand Dollars ($20,000) shall be entered into until approved by the City Council in an open Council meeting. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the City Manager be, and he hereby is, authorized to enter into a professional services agreement with the State Board of Agriculture through the Human Research Laboratory of Colorado State University for a study of the current classification system, performance pay system and the issue of comparable worth/pay equity with respect to the employees of the City of Fort Collins, said services to be performed for a sum not to exceed Sixty Three Thousand Forty Dollars (E63,040).
