OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING THE ACQUISITION OF SERVICES
FROM INSITUFORM PLAINS, INC. , FOR THE
REPAIR OF EXISTING SEWER MAINS
WHEREAS, Insituform's sleeving method has been used previously by the
City's Wastewater Utility Department as a viable method for sewer main
rehabilitation; and
WHEREAS, the Wastewater Utility has conducted research proving
Insituform's method is more cost effective and less disruptive to
businesses and traffic than the conventional method of excavation and
replacement; and
WHEREAS, previous attempts to bid the City's requirements have
resulted in one bid being received from Insituform Plains, Inc. ; and
WHEREAS, funds have been budgeted and approved in the Wastewater.
Utility budget for 1990; and
WHEREAS, the Wastewater Utility anticipates that additional sewer
maintenance will be budgeted for and accomplished in 1991 ; and
WHEREAS, Section 8-123(a) (4) of the Code of the City of Fort Collins
authorizes the Purchasing Agent to negotiate the purchase of supplies and
services without utilizing a competitive bidding process where such process
does not appear to be practical , based on particular individual usage or
professional advice; and
WHEREAS, the Purchasing Agent has determined that this purchase is
within the purview of this exception to the competitive bidding
requirements of the City Code and Charter, has performed the necessary
search required by the Code and has submitted the requisite justification
to the City Manager for approval ; and
WHEREAS, the City Manager has reviewed and approved the justification
for this acquisition; and
WHEREAS, Section 8-123 required approval of this purchasing method by
the City Council for toms costing more than Twenty Thousand Dollars
($20,000) prior to acquisition.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the following acquisitions of services from Insituform Plains,
Inc. , for the relining of certain existing sewer mains, are hereby
approved:
1 . Services during 1990 at a cost not to exceed Three Hundred Fifty
Thousand Dollars ($350,000) ; and
2. Services during 1991 at a cost not to exceed Three Hundred Fifty
Thousand Dollars ( $350 , 000) , subject to the subsequent
appropriation of sufficient funds in 1991 .
Passed and adopted at a regular meeting of the City Council held this
1st day of May, A.D. , 1990.
