OF THE COUNCIL OF THE CITY OF FORT COLLINS
SETTING FORTH A PROCESS LEADING TO A DETERMINATION
REGARDING PROPERTIES IN DOWNTOWN FORT COLLINS
WHEREAS, the City Council is interested in exploring opportunities to
implement the adopted Downtown Plan; and
WHEREAS, a major policy of the Downtown Plan calls for the City to
aggressively explore, develop and take action to attract major retail ,
government, cultural , entertainment, recreation and employment anchors, including
new housing development, to enhance the downtown as the preeminent business,
retailing and cultural center of the region; and
WHEREAS, the Plan identifies the Mason Street corridor area north of
Mountain Avenue as an area of special opportunity because of the availability
of vacant and under-utilized property, the close proximity of the area to the
retail and office cores in the downtown, the presence of City and county
government facilities, including Lee Martinez Park and the Poudre River; and
WHEREAS, the Plan seeks to maximize special land use opportunities by
identifying and reviewing parcels that are available for development and
redevelopment in the downtown area; and
WHEREAS, such an opportunity is presented by a number of vacant and/or
under-utilized land parcels of various sizes in or near the Mason Street
corridor, most of which are presently owned by the Glacier Park Company (the real
estate subsidiary of the Burlington Northern Railroad Company) .
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
as follows:
Section 1 . That a "Glacier Park Advisory Team" (the "Advisory Team") ,
composed of representatives of the various affected interests in the area, is
hereby established to work with the City Council to review technical data related
to the Downtown Plan and available properties in the Mason Street corridor; to
relate such data to existing City policies and plans; and to formulate a
recommended action plan regarding the possible purchase of key properties by the
City to implement the recommendations contained in the Downtown Plan.
Section 2. That the mission of the Advisory Team is to identify a vision
for the Mason Street corridor section of the downtown between Mountain Avenue
and the Poudre River and to analyze the role of vacant and/or under utilized land
parcels that may be available for development and redevelopment in accordance
with the Downtown Plan.
Section 3. That the City Council hereby appoints Councilmembers Edwards
and Horak to serve on the Advisory Team.
Section 4. That the Advisory Team shall continue in existence until May
10, 1991 .
Section 5. That the aforementioned Councilmembers and the City Manager
are hereby authorized to appoint additional members to the Advisory Team and to
identify such procedures and staff resources as may be necessary to achieve the
purposes as outlined herein.
Passed and adopted at a regular meeting of the Council of the City of fort
