HomeMy WebLinkAbout2004-113-09/21/2004-IMPLEMENTING CERTAIN RECOMMENDATIONS OF THE CITY'S ECONOMIC VITALITY AND SUSTAINABILITY ACTION GROUP RESOLUTION 2004-113 OF THE COUNCIL OF THE CITY OF FORT COLLINS IMPLEMENTING CERTAIN RECOMMENDATIONS OF THE CITY'S ECONOMIC VITALITY AND SUSTAINABILITY ACTION GROUP WHEREAS, by the adoption of Resolution 2004-006 on January 6, 2004, the City Council established an Economic Vitality and Sustainability Action Group ("EVSAG") for the purposes of developing an Economic Vitality and Sustainability Plan for the City, establishing guidelines for funding an Economic Vitality and Sustainability Fund, and providing a report and recommendation to City Council; and WHEREAS, the EVSAG has met and formulated recommendations which have been forwarded to the Council and is seeking direction from the Council with respect to future action for ensuring the economic vitality and sustainability of the Fort Collins community; and WHEREAS, among the recommendations contained in the EVSAG report are the creation of a blue ribbon panel of Council appointed community members which would continue to discuss and implement economic vitality and sustainability issues; the continuation of the role of the staff Economic Advisor and expansion of the duties of that position; and the creation of an Economic Vitality and Sustainability Action Plan based upon information contained in the report; and WHEREAS, in response to the report, the Interim City Manager is prepared to expand the duties of the Economic Advisor in accordance with the EVSAG recommendations; and WHEREAS, in further response to the report, the City Council wishes to establish the aforementioned panel and adopt an Economic Vitality and Sustainability Action Plan. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the City Council hereby establishes an Economic Vitality and Sustainability Panel (the "Panel"), which shall: (a) serve as a forum for the continued discussion of economic vitality and sustainability issues; (b) provide information and advice to City Council, the City Manager and the Economic Advisor on a regular basis; (c) provide guidance in the creation and implementation of a formal action plan; (d) facilitate partnerships that lend organizational support for the implementation of economic vitality and sustainability partnership strategies; and (e) report to City Council, on an annual basis, progress achieved towards improving the economic vitality and sustainability of the Fort Collins community. Section 2. That the Panel shall be established for an initial period of two years, at which time the City Council shall decide whether to continue the Panel. Section 3. That the Panel shall consist of an even number of members, ranging from eight to twelve, to be appointed by the City Council as follows: (a) One-half of the Panel members shall consist of former members of the EVSAG, which members shall serve for one year, and shall thereafter be replaced by other former members of the EVSAG; and (b) The other half of the Panel shall consist of such other members as the City Council shall deem appropriate, which members shall serve for a term of two years. Section 4. That the City Manager is hereby further directed to create an Economic Vitality and Sustainability Action Plan based upon the themes, strategies, tactics and information contained in the EVSAG report.
