OF THE COUNCIL OF THE CITY OF FORT COLLINS
EXPRESSING APPRECIATION FOR THE SERVICES OF
JOHN FISCHBACH AS CITY MANAGER
WHEREAS,on September 1, 1995,John Fischbach was appointed City Manager for the City
of Fort Collins, and
WHEREAS,Mr Fischbach has submitted his resignation, effective June 16,2004,in order
to accept a new position of employment in the Pacific Northwest, and
WHEREAS,the City Council wishes to acknowledge the numerous accomplishments of Mr
Fischbach during his term of service with the City of Fort Collins and to express its appreciation for
his commitment,dedication and extraordinary efforts on behalf of the residents of the City over the
past rune years, and
WHEREAS, during his term of office, Mr Fischbach was instrumental in fashioning new
programs within the City organization and within the community at large that have greatly
contributed to the quality of both, and
WHEREAS, the following are only a few of Mr Fischbach's accomplishments but are
illustrative of the scope and quality of his achievements
• the establishment of organizational"core values"with the City organization and the
integration of those values into the City's operational systems,
• the provision of strong leadership which enabled the City to effectively respond to,
and recover from,several community emergency situations,including the 1997 flood,
and the 2003 blizzard,
• redefining the City s capital planning process,
• the development of recommended programs and funding efforts designed to protect
and enhance the City's downtown area,
• the financing and completion of a new City office building,
• the selection of a site on which to locate a new police building and the development
of a financing plan for that facility,
• the establishment of an effective neighborhood resources office which has provided
support to neighborhood associations and strengthened collaboration between the
City organization and neighborhood leaders,
• making additional resources available for the provision of affordable housing,
• guiding the transition and development of the City's technological systems,
• recommending and implementing a two year budget cycle for long range planning,
• spearheading the financing and construction of major infrastructure improvements
throughout the City and
• coordinating the implementation of the policy agendas of several City Councils
WHEREAS,Mr Fischbach has accomplished all of the foregoing in the midst of a rapidly
growing and politically diverse community which has experienced dramatic shifts in its economic
prosperity, and
WHEREAS,Mr Fischbach has provided exceptional leadership for City employees and has
been a consistent advocate for those employees, and
WHEREAS, Mr Fischbach has consistently demonstrated an unparalleled work ethic in
performing his duties, and has demonstrated an unwavering commitment to maintaining the
excellence of the City organization
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City Council hereby expresses its appreciation for the extraordinary efforts of
John Fischbach as City Manager of the City of Fort Collins
