OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING THE DESIGN, COST AND SCHEDULING
OF THE EAST PROSPECT ROAD IMPROVEMENTS PROTECT
WHEREAS, the East Prospect Road Improvements Project is part of the 'Building
Community Choices" program approved by the voters in 1997; and
WHEREAS, Ordinance No. 31, 1997, requires that the design, cost and scheduling of said
projects be determined by City Council and that no decision regarding the design or cost of any such
projects shall substantially change the essential character,or eliminate any of the components of said
project; and
WHEREAS, during the past two years the staff has, after considerable public outreach and
interdepartmental coordination,made recommendations to the Council regarding the design,cost and
schedule of the East Project Road Improvements Project which satisfies the 1997 ballot language
by improving safety for all modes of transportation along East Prospect Road by widening the road
to provide two travel lanes,bicycle lanes,turn lanes,and a sidewalk,by raising the roadway section
to protect it from major floods and by providing an additional bridge east of the Poudre River to pass
the 100 year flood flows, while at the same time being sensitive to the natural areas and wetlands
located along the road; and
WHEREAS, the Council has determined that it is in the best interest of the City to approve
the design, cost and schedule of the East Prospect Road Improvements Projects.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the East Prospect Road Improvements Project design, including two travel lanes,
bicycle lanes,turn lanes, a sidewalk, a raised roadway to protect East Prospect Road from the 100-
year flood, an additional bridge to protect East Prospect Road from the 100-year flood and berm
reenforcement work in the River Bends Pond area to maintain 100-year flood flows through the new
bridge is hereby approved;and that the cost of the East Prospect Road Improvements Project,which
is estimated at FIVE MILLION EIGHT HUNDRED THIRTY THOUSAND DOLLARS
($5,830,000),but not to exceed FIVE MILLION EIGHT HUNDRED FORTY-SEVEN THOUSAND
DOLLARS ($5,847,000),and the scheduling calling for completion of the final design and right-of-
way acquisition by the end of 2004 and construction to commence in 2005 with estimated
completion of construction to be accomplished within twelve to eighteen months thereafter is hereby
approved.
Passed and adopted at a regular meeting of the City Council held this 1st day of June, A.D.
