OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING AND ADOPTING GENERAL SOLAR ENERGY POLICIES
WHEREAS , the citizens of the City of Fort Collins have a strong
desire in achieving and maintaining an energy-conscious community; and
WHEREAS, solar energy is a reliable and affordable energy source
in meeting the energy needs of the citizens of Fort Collins; and
WHEREAS, recent planning studies have shown that the technology
is currently available to utilize solar energy for space heating and
cooling and hot water needs, and in the near future for solar generated
electricity; and
WHEREAS, a solar access study process has been conducted by the City
for the purpose of developing a workable solar access strategy; and
WHEREAS, the citizens of the City of Fort Collins and the Planning
and Zoning Board have had the opportunity to review and comment during said
study process; and
WHEREAS, the Council of the City of Fort Collins hereby finds that
protecting access to direct sunlight for solar energy systems is essential
in the City of Fort Collins.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City of Fort Collins hereby approves and adopts certain
general solar energy policies as follows:
1. Solar Energy is a preferred fuel source to meet the
future energy needs of the City of Fort Collins.
2. The use of passive and active solar energy systems for
the heating and cooling of buildings, for providing hot
water for use in buildings and swimming pools, and for
generating electricity, can contribute significantly to
the public health, safety, and welfare of the citizens
of Fort Collins.
3. The protection of unobstructed airspace for the purpose
of providing access to direct sunlight for solar energy
systems can contribute to the public health, safety,
and welfare of the citizens of the City.
4. The development of private and public lands in a manner
which encourages the use and protection of solar energy
systems will advance the public health, safety, and
welfare and will promote the public interest.
