HomeMy WebLinkAbout1984-039-03/20/1984-ESTABLISHING POLICIES REGARDING THE RELOCATION OF WATER TREATMENT PLANT NO. 1 RESOLUTION 84- 39 OF THE COUNCIL OF THE CITY OF FORT COLLINS ESTABLISHING POLICIES REGARDING THE RELOCATION OF WATER TREATMENT PLANT NO. 1 WHEREAS, the City Council adopted Resolution 83-184, concerning the relocation of Water Treatment Plant No. 1, on October 18, 1983; and WHEREAS, the resolution which was adopted stated "it is the finding of the Council of the City of Fort Collins, based upon the recommendations of the Water Board, that it is in the best interest of the City, now and in the future, to abandon the existing Water Treatment Plant No. 1 and con- struct a new water treatment plant to be located near the mouth of the Poudre Canyon"; and WHEREAS, the City Council has established as one of their goals the development of a regional water treatment facility/authority; and WHEREAS, since the resolution was adopted the staff has acquired new information from adjacent water districts that they will not be able to participate with the City in the construction and operation of a new water treatment facility; and WHEREAS, the adjacent water districts would like to participate in the development of a regional water treatment facility/authority sometime in the future; and WHEREAS, the staff and the City' s consultant have investigated the possibility of expanding WTP #2 and delaying the construction of a new water treatment facility until additional treatment capacity is needed in the future; and WHEREAS, delaying the construction of a new water treatment plant until 1989-1991 would more closely coincide with both the City' s and the Districts' need for additional treatment capacity; and WHEREAS, the expansion of WTP #2 would cost the City approximately $2.5 - 3 .0 million less than constructing a new water treatment plant; and WHEREAS, it is the finding of the Council of the City of Fort Collins, based upon the recommendations of the Water Board, that it is in the best interests of the City to: (1) Delay construction of a new water treatment facility until 1989-1991 when it is expected that additional treatment capacity will be needed. (2) Construct a 20 mgd expansion at WTP #2 replacing the abandoned capacity at WTP #1. (3) Pursue the future development of the regional facility concept with the adjacent water districts. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that Section 1. The City should proceed with the design and construction of the necessary expansion at Water Treatment Plant No. 2. Section 2. The City should continue to work with adjacent water districts on the concept of establishing a regional water authority.
