OF THE COUNCIL OF THE CITY OF FORT COLLINS
FILLING A VACANCY FOR THE CITY'S
APPOINTED DIRECTOR ON THE
PLATTE RIVER POWER AUTHORITY BOARD OF DIRECTORS
WHEREAS, the Platte River Power Authority ("the PRPA") was created by an
agreement between the cities of Fort Collins, Loveland, Longmont and the Town of
Estes Park, (the "Organic Contract," which was amended and restated as of March
31, 1980) ; and
WHEREAS, under the Organic Contract, the PRPA Board of Directors is
comprised of two members from each of the four member cities, with one such
member to be the Mayor of each municipality (or another member of the
municipality's governing body designated by the Mayor) and the other to be
another individual selected by the municipality's governing body for "judgment,
experience and expertise which makes (him/her) particularly qualified to serve
as the Director of an electric utility" ; and
WHEREAS, on June 1, 1993, the Council adopted Resolution 93-81 removing the
City's previously appointed representative to the PRPA Board of Directors and
appointing Councilmember Bob Winokur to fill the vacancy created by such removal ;
and
WHEREAS, Councilmember Winokur was to serve as the City's appointed
representative on the PRPA Board until December 31, 1996, or until such
appointment is changed by the City Council , whichever first occurs; and
WHEREAS, Councilmember Winokur resigned from the City Council effective
January 4, 1994; and
WHEREAS, the Council wishes to appoint an individual to fill the vacancy
created by the resignation of Councilmember Winokur from the City Council ; and
WHEREAS, the City Council believes that its appointed member of the PRPA
Board should continue to be a member of the City Council .
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that Gerry Horak be appointed as the City's appointed representative to the PRPA
Board of Directors to fill the vacancy created by the resignation of
Councilmember Bob Winokur from the City Council , for a term to run until December
31, 1996, or until such appointment is changed by the City Council , whichever
first occurs.
