OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE MAYOR TO SUBMIT
TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
A NOTIFICATION OF INTENT FOR THE CITY OF FORT COLLINS
TO BECOME A "PARTICIPATING JURISDICTION" IN THE HOME
INVESTMENT PARTNERSHIPS PROGRAM
WHEREAS, the HOME investment- Partnerships- Program ("the- Program") was
authorized by Congress in the National Affordable Housing Act, to provide funds
for a variety of housing related activities including acquisition,
rehabilitation, new construction, tenant based assistance, home buyer assistance,
planning, and support services; and
WHEREAS, the January 31, 1994, Federal Register contains the official
notice of formula allocations for the Program and includes a $425,000 allocation
to the City of Fort Collins; and
WHEREAS, the Colorado Division of Housing has agreed to transfer $75,000
of the State's Program funds to the City to enable the City to reach the
threshold of $500,000 required for designation as a "Participating Jurisdiction";
and
WHEREAS, the City, if it desires to receive Program funds, is required to
submit a Notification of Intent to participate in the Program as a Participating
Jurisdiction, not later than March 2, 1994; and
WHEREAS, the Council of the City of Fort Collins adopted an affordable
housing policy in October 1992, which indicates the appropriate roles for the
City regarding affordable housing, including the role of the City to "act as an
agent for Federal and State funds for housing programs and projects" and "provide
a mechanism, or source, for matching Federal and State funding programs;" and
WHEREAS, the Affordable Housing Board and the Community Development Block
Grant (CDBG) Commission have forwarded recommendations to the Council encouraging
participation in the Program; and
WHEREAS, the Council has examined the salient provisions and requirements
of the Program and has determined that the program is in the best interests of
the citizens of the City; and
WHEREAS, the Council has further determined that it may need to appropriate
or otherwise make available "matching funds" as are necessary to support the
Program and is prepared to employ additional staff as are necessary to implement
the Program.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS,
that the Mayor be authorized to execute a Notification of Intent for the City of
Fort Collins to become a "Participating Jurisdiction" in the HOME Investment
Partnerships Program.
