OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING A REVISION OF ATTACHMENT C OF THE
POWER CONTRACT AND EXHIBIT A OF THE TRANSMISSION
FACILITIES AGREEMENT BETWEEN THE CITY OF FORT COLLINS
AND PLATTE RIVER POWER AUTHORITY
WHEREAS, the City of Fort Collins has heretofore executed an "Amended
Contract for the Supply of Electric Power and Energy" and a "Transmission
Agreement" with Platte River Power Authority (PRPA) ; and
WHEREAS, changes in operational conditions since the execution of said
agreements has required the addition of the Richards Lake and Linden Tecn
substation delivery points and has shown a need for further definition of
the maintenance responsibilities of the City and PRPA; and
WHEREAS, revisions to Attachment C of the Power Contract and Exhibit A
of the Transmission Facilities Agreement have been prepared, which
revisions have been recommended by the Utilities Director and approved by
the City Manager and City Attorney;
WHEREAS, said revisions would add the Richards Lake and Linden Tech
delivery points to the transmission system; would delete the 2% adder
presently included in the metering section of the Agreement; and would
clarify the division of maintenance responsibility between the City and
Platte River Power Authority.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF FORT COLLINS as follows:
Section 1 . That the proposed revisions to Attachment C of the Power
Contract and Exhibit A of the Transmission Facilities Agreement between the
City of Fort Collins and Platte River Power Authority be, and the same are
hereby, approved; and
Section 2. That the Mayor and City Clerk be, and they hereby are,
authorized and directed to execute the same for and on behalf of the City
of Fort Collins.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 17th day of October, A. . 1989.

The following properties comprise the Licensed Facilities to be
operated and maintained by Platte River Power Authority from and
after March 1 , 1980 pursuant to the provisions of Article ( 1 ) ( a)
of the Transmission Facilities Agreement to which this exhibit is
annexed .

The land and land rights licensed at Timberline Park Substation shall be that
enclosed by and shall include the existing substation fence, as shown on the
attached diagram. Said fence shall not be moved or expanded, and no permanent
facilities shall be constructed in the cross-hatched area shown on the diagram
as reserved for Fort Collins' future distribution facilities, without the per-
mission of the City of Fort Collins, which permission shall not be unreasonably
withheld. Maintenance of the grounds outside the substation fence and main-
tenance of the access road to the substation shall remain the reponsibility of
the City of Fort Collins.
Platte River agrees that (i ) it will not construct or permit construction of any
circuits under 115 kV to exit Timberline Park Substation overhead, (ii ) it will
not construct or permit construction of any 13 kV class circuits to exit said
substation except to supply electric loads of Fort Collins or Platte River, and
(iii ) it will provide at least two year' s notice of any expansion that would
impact nursery stock in locations presently utilized for this purpose.
The following table shows the cost and maintenance responsibilities agreed to by
the Parties:

SERVICE SPECIFICATIONS
(1) Applicability
These service specifications are applicable to the Agreement for
electric service dated March 31, 1980, and covering the supply
and delivery of electric power and energy by Platte River Power
Authority, ("Seller") to
CITY OF FORT COLLINS
COLORADO ("Participant")
(2) Points of Delivery
Seller is obligated to deliver electric power and energy contracted
for by Participant. Such delivery shall be made at the following
points and voltages and subject to the indicated conditions.

(3) Underfrequency Load Interruption
Participant shall at all times be obligated to maintain minimum percentages
of its load subject to interruption during periods of system under-
frequency. Such percentages of load shall be interrupted in successive
steps, subject to relay and circuit breaker time, before the frequency
decreases to the frequency established for each load step, all as specified
in the following table. Such interrupting capability shall be in operation
on Participant' s system on or before the effective date hereinafter specified.

The foregoing is subject to change in the event obligations of Seller to
provide under-frequency load interruption are changed under production,
pooling or exchange agreements to which Seller is a party.
(4) Cost and Maintenance Responsibility
The Seller and Participant agree to the cost and maintenance respon-
sibilities as shown in the following table. This table shall be updated as
new delivery points or stations are constructed.
