OF THE COUNCIL OF THE CITY OF FORT COLLINS
ENDORSING THE FINDINGS AND THEMATIC CONCEPTS OF THE
CACHE LA POUDRE NATIONAL RECREATION AREA FEASIBILITY
STUDY AND DIRECTING FURTHER INVESTIGATION OF
LEGISLATIVE AND MANAGEMENT MATTERS
WHEREAS, Public Law 99-590 authorized the preparation of a National
Recreation Area (NRA) feasibility study on the Cache La Poudre River; and
WHEREAS, the City, in partnership with Larimer County and the
USDA-Forest Service, with the assistance of a consultant, has performed a
feasibility study of NRA designation along approximately 18.5 miles of the
Cache La Poudre River; and
WHEREAS, said study made positive findings of feasibility and
identified an appropriate setting for potential designation of said portion
of the Cache La Poudre River as an NRA; and
WHEREAS, designation of said portion of the Cache La Poudre River as
an NRA will benefit the citizens of the City by providing educational and
recreation opportunities beyond the capability of local government alone,
and by establishing a concept and plan for the optimal and appropriate
development of the River and adjacent lands in such a manner as to best
preserve the natural and social values and characteristics of the River;
and
WHEREAS, the City Council finds that the "Working River Theme" as
described in the feasibility study establishes a unifying concept for the
future development of the River corridor; and
WHEREAS, there remains further information to be obtained pertaining
to legislative and management aspects of the NRA that could, if not
addressed prior to NRA designation, result in significant adverse impacts
to local government authority in the affected area and to municipal
operations; and
WHEREAS, the City Council believes additional research should be
performed regarding these issues and satisfactory answers obtained before
the Council could recommend designation to the United States Congress.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Council hereby endorses the findings of
feasibility and the "Working River" thematic concepts put forth in the NRA
feasibility study.
Section 2. That the City Council is committed to implementing an
exemplary and comprehensive river management program, whether through NRA
designation or through a local or regional mechanism which may be developed
after further study.
Section 3. That the City Council directs that the study and
assessment of NRA feasibility be pursued by obtaining critical information
on unresolved legislative and management aspects of the NRA.
Section 4. That the City Council hereby creates a Task Force to
obtain the aforementioned legislative and management information through a
fact-finding mission, the purpose of which is to respond to the following
concerns:
• Whether it is possible to obtain enabling federal legislation
that would be responsive to local concerns pertaining to water
quality and land use issues.
• Whether there is an appropriate federal agency that would be
able and willing to cooperate with local interests in the
management of an NRA.
For the purpose of responding to these issues, the Task Force may
contact, among other agencies, the National Park Service, the USDA-Forest
Service, the Bureau of Land Management, the U.S. Fish and Wildlife Service
and the Army Corps of Engineers.
The Task Force will render its report to City Council on or before
February 28, 1990. If a willing and able federal managing partner has been
identified, the Task Force will produce a letter of intent from the
director or other duly authorized representative of such agency to Council .
The Task Force shall be composed of the following persons:
Howard Alden
Ken Ashley
Henry Caulfield
Assistant Mayor Chuck Mabry shall serve as liaison to the Task Force
and will provide monthly verbal status reports to the City Council . The
City Manager shall provide to the Task Force the technical assistance and
administrative support necessary to fulfill its mission.
Passed and adopted at a regular meeting of the Council of the City of
