OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING CERTAIN CHANGES IN THE NAME AND
FUNCTIONS OF THE COUNCIL'S
LEGISLATIVE LOBBYING SUBCOMMITTEE
WHEREAS, issues facing the state legislature and the Congress
frequently are of great interest to the citizens of Fort Collins and can
have a significant effect on their interests; and
WHEREAS, it is often important for the Council to take a position on
legislation being considered by our elected representatives at other levels
of government; and
WHEREAS, an effective and coordinated method of communicating with
these representatives is important in making known the Council 's positions;
and
WHEREAS, it is important that the Council be well informed on these
issues and their potential effect on the citizens of Fort Collins; and
WHEREAS, a small , representative group of Councilmembers can best
review and analyze proposed legislation and express City policy, insofar as
such policy has been previously expressed by the Council ; and
WHEREAS, by passage of Resolution 85-230, the Council has previously
established the Legislative Lobbying Subcommittee (the "Subcommittee") to
perform this function; and
WHEREAS, the Council is presently desirous of clarifying the function
and procedures of the Subcommittee with regard to issues relating to
proposed legislation which have not previously been addressed by the
Council ; and
WHEREAS, the Council is further desirous of changing the name of the
Subcommittee to better reflect the functions of the Subcommittee.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, COLORADO, as follows:
Section 1 . That the name of the Subcommittee be and hereby is changed
to the Legislative Review Subcommittee.
Section 2. That the Legislative Review Subcommittee be, and hereby
is, authorized to: (1) review and analyze proposed state and federal
legislation which may affect the City's interests; (2) express the
previously established policy determinations of the Council as applied to
such legislation; and (3) refer back to the Council those issues and
recommendations which are not governed by existing Council policy.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 5th day of December, A.D. 1989.
