OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROVING AN AGREEMENT WITH CARE-A-VAN, INC. ,
TO PROVIDE SPECIALIZED TRANSPORTATION WITHIN
THE CITY OF FORT COLLINS
WHEREAS, Care-A-Van, Inc. , provides transportation services to the
elderly, disabled, and economically disadvantaged citizens of Fort Collins
which specialized services are not available through the City's Transfort
bus system; and
WHEREAS, the City desires to provide transportation service to all its
citizens and has previously satisfactorily contracted with Care-A-Van,
Inc. , to furnish this specialized service; and
WHEREAS, Ten Thousand Five Hundred Dollars ($10,500) is available in
the General Fund and One Hundred Twenty Thousand Dollars ($120,000) in UMTA
Section 9 grant funds has been allocated for these transportation services,
to provide the City's total contribution of One Hundred Thirty Thousand
Five Hundred Dollars ($130,500) under the terms of the proposed contract
with Care-A-Van, Inc. ; and
WHEREAS, all such funds have been budgeted and appropriated for the
acquisition of the abovementioned services; and
WHEREAS, in the event federal funds available to the City are
decreased, the allocation of pass-through funds to Care-A-Van, Inc. , will
be decreased proportionately.
WHEREAS, §8-123(a)(1) of the Code of the City of Fort Collins
authorizes the Purchasing Agent to negotiate the purchase of supplies and
services without utilizing a competitive bidding process where such process
does not appear to be practical , based on such limited availability that
the formal bid process cannot be used; and
WHEREAS, the Purchasing Agent has determined that this purchase is
within the purview of this exception to the competitive bidding
requirements of the City Code and Charter, has performed the necessary
search required by the Code and has submitted the requisite justification
to the City Manager for approval ; and
WHEREAS, the City Manager has reviewed and approved the justification
for this acquisition; and
WHEREAS, §8-123 requires approval of this purchasing method by the
City Council for items costing more than Twenty Thousand Dollars ($20,000)
prior to acquisition.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the contract with Care-A-Van, Inc. , to provide transportation
services to elderly, disabled, and economically disadvantaged citizens of
Fort Collins for a sum not to exceed One Hundred Thirty Thousand Five
Hundred Dollars ($130,500) is hereby approved.
Passed and adopted at a regular meeting of the City Council held this
19th day of December, A.D. , 1989.
