OF THE COUNCIL OF THE CITY OF FORT COLLINS
ACCEPTING THE 1989-1990 WORKPLAN OF
THE AD-HOC COUNCIL GOVERNANCE COMMITTEE
WHEREAS, Resolution 89-167 (the "enabling Resolution) created and
established the responsibilities for an Ad-Hoc Council Governance Committee
(the "Committee") ; and
WHEREAS, the enabling Resolution directed the Committee to present a
workplan for Council review no later than January 1, 1990; and
WHEREAS, the enabling Resolution directed the Committee to engage in a
viable dialogue among the citizens and various groups and organizations of
Fort Collins, and to conduct a comprehensive study and make recommendations
to the Council with the intent of bringing closure to the following issues
of governance: Council leadership, district representation, and the office
of the Mayor; and
WHEREAS, the Committee has prepared a workplan which establishes a
community outreach program to actively solicit a cross section of community
opinion concerning the issues to be studied and to inform the Council as
the study progresses.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the Workplan of the Ad-Hoc Council Governance Committee
(Attachment A) be, and it hereby is, accepted and approved.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 19th day of December, 1989. ,

WORKPLAN FOR 1989-90 AD-HOC
COUNCIL GOVERNANCE COMMITTEE
Committee Objectives:
1 . To conduct a comprehensive study and make final recommendations to City
Council no later than August 1, 1990 with the intent of bringing focus to
the following issues of governance: Council leadership, district
representation, and the office of the Mayor.
2. To establish a community outreach program and engage in a viable
dialogue among the citizens and various groups and organizations of Fort
Collins, to actively solicit a cross section of community opinion
concerning the issues to be studied, and to inform the Council as the study
progresses.
Committee Assumption:
The scope of the committee's review is limited to the designated
governance issues and the related Charter sections.
Plan of Action and Schedule:
Target Date Action
November 21 Forward draft workplan to Council for input.
December 13 Committee meeting to discuss Council input and final draft
of workplan.
December 13 Establish a community outreach list of organizations,
associations, and groups.
December 13 Compile information on available written materials,
speakers, and other resources.
December 19 Present workplan to City Council for approval .
December 20 Written invitation to community outreach groups to
participate in activities to discuss governance issues;
issuance of press release.
January 5 Deadline for groups to reply to invitation.
January 8 Deadline for February City News.
January 10 Follow up calls to community outreach groups.
January 12 Establish speakers bureau to address groups.
January 17 Committee meeting with staff work group.
February 1 Establish community resource focus groups.
February 1 Solicit public input through City News.
February 15 Compile Resource Notebooks.
February 15 Public Information Officer to solicit broadest media
participation in dialogue on issues.
February 20 Place display ads soliciting community input in local
newspapers.
February 20 Solicit public participation through Cable 27 bulletin
board.

July 12 Discuss and formulate committee findings concerning
community perceptions about governance issues, and draft
final recommendations to City Council .
July 20 Final committee review and approval of final
recommendations concerning governance issues.
July 27 Forward written committee recommendations to City Council
for review.
August 21 Council decision point.

COMMUNITY OUTREACH GROUPS
Organizations, associations, and groups to receive letters soliciting
opportunities for speakers to make presentations on governance issues.
1. Business organizations.
2. Service clubs, civic organizations, professional associations.
3. Neighborhood organizations.
4. Homeowners associations.
5. Major employers.
6. Boards, Commissions, and Committees.
7. Other groups and organizations.
The community outreach mailing will be non-exclusive and will be sent
to a wide spectrum of community groups and organizations.
