HomeMy WebLinkAbout1991-046-03/19/1991-CENTRAL BUSINESS DISTRICT DEVELOPMENT PROJECTS DOWNTOWN DEVELOPMENT AUTHORITY PROJECT PRIORITY LIST RESOLUTION 91- 46 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING A PRIORITIES LIST FOR DEVELOPMENT PROJECTS WITHIN THE CENTRAL BUSINESS DISTRICT WHEREAS, City Council Resolution 90-178 ("the Resolution") authorized the City Manager and the Downtown Development Authority ("DDA") to develop a project specific priorities list for the Fort Collins Central Business District ("CBD") ; and WHEREAS, the Resolution established an Ad Hoc Committee made up of two members of the City Council , two members of the DDA and the City Manager to identify the priorities for the CBD; and WHEREAS, Section 3 of the Resolution required that the list of priorities developed by the Ad Hoc Committee, after being approved by the DDA Board, be submitted to City Council for its approval ; and WHEREAS, the Ad Hoc Committee has developed a project specific priorities list establishing two priorities for the CBD, which list has been approved by the DDA Board, a copy of which is attached hereto as Exhibit A and incorporated herein by reference, ("Project Priorities List") ; and WHEREAS, the Project Priorities List establishes the first priority as being the reintegration of the Poudre River environs into the fabric of downtown and as a community focal point; and WHEREAS, the Project Priorities List establishes the second priority as being the continuation of public and private improvements in the existing improved areas of the CBD to produce a more cohesive and economically viable environment for business, cultural , recreational and housing opportunities. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Project Priorities List is hereby approved as establishing the City' s priorities for projects to be developed within the CBD in cooperation with the DDA. Passed and adopted at a regular meeting of the Council of the City of Fort Collins held this 19th day of March, A.D. 1991 . Mayor ATTEST: Q 1� eL�s t�S City Clerk � O EXHIBIT A AD HOC COMMITTEE ON DOWNTOWN PRIORITIES PROJECT RECOMMENDATIONS February 7, 1991 The Ad Hoc Committee on Downtown Priorities has established that to achieve the long-term health and vitality of the central business district the City and the Downtown Development Authority should concentrate on: 1. Re-integrating the Poudre River environs into the fabric of downtown and as a community focal point. Working toward this reintegration will help to accelerate opportunities to accomplish priority community projects, e.g. an outdoor amphitheater. The Committee places great value on the potential of the Poudre River area to evolve into a very significant asset: **Urban studies and examples set by other cities demonstrate that water features play a prominent role in enhancing the character of a downtown; **Integration of the Poudre River into the central business district will improve all facets of the downtown economy by increasing its regional drawing power and attraction; **The Poudre River represents a unique amenity and can establish a competitive advantage for downtown not easily duplicated in areas without a river. **Improving the Poudre River area and re-integrating it into the CBD has broad community support. The Ad Hoc Committee believes the first step toward priority #1 is the redevelopment of the Linden block bounded by Walnut, Jefferson, Pine and Linden streets and recommends that the City and the DDA actively begin taking the steps to ensure rapid realization. 2 . Continuing public and private improvements in the existing improved areas of the central business district to produce a more cohesive and economically viable environment for business, cultural, recreational, and housing opportunities. The Committee recommends that these priorities are best achieved by using a building block approach which, for priority #1 above, means physically moving toward the river and for priority #2 , to continue with the programs detailed in the Downtown Plan.
