HomeMy WebLinkAbout1991-099-07/02/1991-COUNCIL GOALS ENDING APRIL 13, 1993 WORK POLICY AGENDA RESOLUTION 91-99 OF THE COUNCIL OF THE CITY OF FORT COLLINS ADOPTING COUNCIL GOALS AND A WORK POLICY AGENDA FOR THE PERIOD ENDING APRIL 13, 1993 WHEREAS, under Article II of the City Charter, the City Council is responsible for the determination of all matters of City policy and for the provision of all public services; and WHEREAS, the Council has reviewed with the City Manager various current issues pertaining to both policy and services; and WHEREAS, the Council has identified certain issues which it considers desirable and necessary to address in the public interest during the elective term of the incumbent Council ; and WHEREAS, the Council wishes to support and emphasize policies and programs that will significantly improve the community's environment, strengthen the City's economic base and foster continuing citizen involvement in the governance process; and WHEREAS, in pursuance of its goals, the Council is also desirous of establishing a work program agenda which will provide a guideline for the Council and the citizens of the City for tracking the goals established by the Council and evaluating the accomplishments of the City organization; and WHEREAS, this work program agenda will provide a framework for the work plans of City staff and the budget requests to be considered by the Council . NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1 . That the following Council Goals are hereby adopted by the Council to serve as the basis for such future legislative and administrative action as may subsequently be deemed necessary and appropriate to address and resolve the various issues identified therein: 1 . Enhance the Fiscal Health of the City. 2. Plan and Provide for Capital Improvement Needs in the Community. 3. Create and Implement an Environmentally and Economically Sensitive Multi - Modal Transportation Network to Move People and Products Within and Through the Community. 4. Enhance the Environmental Quality of the Community. 5. Create a System of Land Use Policies and Procedures Consistent With Community Values. 6. Strengthen the Community Commitment to Public Safety and Human Services. 7. Provide Municipal Services Which Support the Development of Quality Employment and the Economic Health of Our Community. 8. Continue Commitment to the Vitality of the Downtown Area. 9. Encourage Redevelopment Along North College Avenue. 10. Encourage the Development of Cultural Opportunities in Fort Collins. 11. Improve Communications Between the City, Other Governmental Entities, Our Citizens and Customers. 12. Ensure the Provision of Quality Community Services Through Long-Range Facilities, Public Lands, Utilities and Service Infrastructure Maintenance and Planning. Section 2. That, in pursuance of the Goals stated above, the Council hereby adopts the following Work Program Agenda as a guideline for implementing the Goals described in Section 1 above and for evaluating the progress and accomplishments of the City organization: A. FISCAL HEALTH AND STABILITY - This is related to the Council 's continuing effort to refine the City's financial policies and implement strategies that will improve the City's fiscal position. The work program will focus on the City's financial reserve policies, Special Improvement District (SID) issues and the Poudre Fire Authority capital improvement plan. B. ENVIRONMENTAL MANAGEMENT PLAN - This is related to the Council ' s continuing effort to improve environmental quality in the City. While continuing to implement the City's environmental management plan (EMP) , expand and emphasize the Air Quality element to reduce air pollution in the City. Also, prepare an annual environmental audit for each City department. C. HUMAN AND SOCIAL SERVICES POLICY - Develop a comprehensive policy statement that defines the City's role and responsibilities with respect to human and social services in the community. D. CULTURAL POLICY - Develop a comprehensive policy statement that defines the City's role and responsibilities with respect to culture in the community. E. NATURAL AREAS POLICY - Develop and implement an Action Plan based on Natural Areas policies that will be adopted by the City Council . F. LAND USE POLICIES - Review the principles and assumptions of the Land Development Guidance System (LOGS) ; work with the community to improve understanding of the LOGS policies and how the policies are implemented; and continue to refine and revise the elements of the LOGS in accordance with the Council adopted 1990 LOGS audit and work program. G. Consider adoption of a Comprehensive Energy Policy. H. Consider Creation of an Electric Utility Board. I . Consider Creation of a Transportation Board. J. North College Avenue Revitalization. K. Review and Consider revisions to the Sign Code. L. Consider adoption of a policy relating to City membership in outside organizations. M. Develop an I-25 land use corridor plan. N. Develop a pilot program for hazardous materials source reduction. 0. Review and consider revisions to the City's policies on affordable housing. P. Develop a process to study the costs of growth. Q. Develop a policy on the distribution of non-public information. R. Enhance communications with citizens through the use of technology. - "24 hour City Hall " - enhance intergovernmental user network S. Consider including golf in the recreation user fee policy. T. Review our existing town meeting policies and develop a revised policy, as appropriate, that provides an effective communication tool between district Councilmembers and their constituents. U. Develop a comprehensive plan for dealing with lands and facilities held by the City. V. Provide support for a citizen involvement effort to test the community appetite for a capital improvement program related to quality of life improvements. Section 3. That the Council hereby identifies the following items as matters to be considered by the Council for funding during the budget adoption process for the fiscal year 1992: 0 Year two of Library Plan 0 Evaluate Economic Development Office to potentially reduce service level 0 Fund and expand the DARE Program o Fund the ZILCH program and expand to include water conserving appliances 0 Refocus QIP and reduce resource allocation o Funding for Transportation Study o Enforcement of ozone ordinance - staff needs o Skateboarding 0 Matching plenary dollars for cultural plan 0 Staffing levels for Natural Resources Division o CDBG Administrative Support o Reduce Debt to our adopted target levels o Traffic Synchronization o Air Quality Monitors purchase o Fund the recreation fee policy Section 4. That the Council will complete the plan of work adopted by the previous Council as referenced in Attachment A. Enhance the Fiscal Health of the City A. Revise our financial policies on reserves. B. Look at the five rules of conservative fiscal policy. C. Evaluate the overall level of the Total Compensation Plan: - determine the percentile from a policy perspective, and overall implications for the long term 2. Plan and Provide for Capital Improvement Needs in the Community A. Implement the Choices 95 Capital Improvement Plan and identify decision points for Council . - community indoor pool - decide the location for the Senior Center - make a decision on the youth sports complex B. Keep the public informed on the progress of the Choices 95 Program by visibly communicating with citizens and Council the status of projects. 3. Create and Implement an Environmentally and Economically Sensitive Multi- Modal Transportation Network to Move People and Products within and through the Community A. Take actions to complete the trail loop within three years. B. Construct bike lanes as part of a long-term transportation plan complete with funding. C. Create a systematic program to review traffic flow and pedestrian use patterns in existing and future school areas. (Continuation of existing program) D. Bring forward for Council consideration decision points implementing the Fort Collins-Loveland Airport Strategic Plan. 4. Enhance the Environmental Quality of Our Community A. Proceed with implementation of the Environmental Management Plan (EMP) . B. Adopt and implement a water demand management plan. C. Adopt and fund the Natural Areas Policy Plan. - purchase natural areas, wetlands and open space D. Expand eligible appliances for the ZILCH Loan Program to include water conserving appliances. E. Review and evaluate the recycling program. F. Implement the Harmony Corridor Plan: - resolve with the State ownership, public improvements, and interstate design 5. Create a System of Land Use Policies and Procedures Consistent with Community Values A. Review and revise the Land Development Guidance System: - Revisit the assumption of transit leading development - Air quality measures - Strengthen linkages with comprehensive planning - Evaluate the use by right in existing zoning districts and the spatial distribution of zoning districts B. Review the Sign Code and update as appropriate. 6. Strengthen the Community Commitment to Public Safety and Human Services A. Review and revise policies relative to the Poudre Fire Authority. - capital funding - review of the Revenue Allocation formula - construct Station Number 10 B. Review, evaluate and assess our Traffic Enforcement policy and revise policies to be consistent with community values. C. Provide leadership in a joint effort with the community and School District to provide substance abuse prevention efforts. 7. Provide Municipal Services Which Support the Development of Quality Employment and the Economic Health of Our Community B. Continue Commitment to the Vitality of the Downtown Area A. Continue to revitalize the downtown by working with the Downtown Development Authority to develop a plan for the Linden Block. B. Formalize the Historic Preservation Program. 9. Encourage Redevelopment Along North College Avenue -2- A. Continue work on the railroad consolidation project. B. Pursue the National Heritage Area designation for the Poudre River Area. 10. Encourage the Development of Cultural Opportunities in Fort Collins A. Provide leadership in community planning process for culture and the Arts. - develop and adopt a cultural policy for the City - develop a cultural financial management policy 11. Improve Communications Between the City, Other Governmental Entities, Our Citizens and Customers A. Review resource support to Boards and Commissions and determine fairness. B. Improve City information access to citizens through the use of technology. - enterprise account for information user network C. Review and improve our public involvement techniques for dealing with citizen participation. 12. Ensure the Provision of Ouality Community Services through Long-Ranee Facilities Public Lands Utilities and Service Infrastructure Maintenance and Planning A. Review the operating and maintenance requirements of basic services and get some feedback on where we stand with providing quality basic services. - develop and implement a park maintenance funding formula based on customer expectations B. Multiple use planning for City-held lands outside the City limits: - Meadow Springs Ranch - Wastewater Treatment Plant M3 Site C. Work with the Poudre R-1 School District to coordinate and integrate school site master planning, site acquisition funding mechanisms and facility utilization for community needs. -3-
