OF THE COUNCIL OF THE CITY OF FORT COLLINS
SUPPORTING THE CONCEPT OF WEIGHT OR VOLUME BASED
RATE STRUCTURES FOR SOLID WASTE COLLECTION
WITHIN LARIMER COUNTY
WHEREAS, the Goals and Objectives of the City encourage the development
of a solid waste material recovery and recycling program with the cooperation
of the City, County and regional governments, private organizations and citizens;
and
WHEREAS, Ordinance No. 116, 1990, established a Citywide recycling program
with a goal of 25 percent waste stream reduction; and
WHEREAS, Larimer County (the "County") plays a crucial role in solid waste
management in the City through the operation of the Larimer County Landfill and
a recycling processing center; and
WHEREAS, Larimer County has determined that the establishment of quantity-
based rates for solid waste collection will further the goal of extending the
life of the Larimer County Landfill by promoting waste stream minimization and
enhancing recycling; and
WHEREAS, Larimer County has proposed, in Ordinance 1991-1, a provision to
require that private waste haulers operating in Larimer County institute weight
or volume based fee structures designed to provide economic incentives for
resource recovery and waste minimization; and
WHEREAS, such weight or volume based fee structures provide a direct
economic incentive to the consumer to reduce the amount of solid waste produced
and to increase recycling; and
WHEREAS, economic incentives will enhance the recycling program of the City
of Fort Collins and help achieve the goal of 25 percent waste stream reduction;
and
WHEREAS, private waste haulers may require assistance in meeting the
requirements of the proposed ordinance; and
WHEREAS, the citizens of the City of Fort Collins will need to be informed
of the requirements and public benefits of the proposed ordinance.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
as follows:
Section 1. That the City of Fort Collins supports weight or volume based
fee structures for waste haulers, because such fee structures provide economic
incentives for resource recovery and waste minimization.
Section 2. That, if Larimer County Ordinance 1991-1 is adopted by the
County, City staff is directed to: (a) work cooperatively with County staff and
private waste haulers to assist waste haulers in coming into compliance with the
provisions of the proposed County ordinance within the City of Fort Collins; and
(b) incorporate information about the requirements and benefits of the ordinance
into educational materials developed to support recycling and waste minimization
programs within the City of Fort Collins.
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins held this 4th day of June, A.D. 1991 .
