OF THE COUNCIL OF THE CITY OF FORT COLLINS
EXEMPTING THE APPOINTEES TO THE FORT COLLINS
HOUSING AUTHORITY FROM THE COUNCIL POLICY
OF ELIMINATING ALTERNATE POSITIONS
ON BOARDS AND COMMISSIONS
WHEREAS, the City of Fort Collins has adopted Resolution 90-100 which called
for the eventual elimination of alternate positions on all City boards and
commissions; and
WHEREAS, pursuant to the provisions of Section 29-4-205, C.R.S. , and
Section 2-247 of the City, the City Council appoints the members of the Fort
Collins Housing Authority ("the Authority") , although it is a separate, quasi -
municipal entity; and
WHEREAS, in addition to appointing the five commissioners of the Authority,
the Council has historically appointed two additional members of the community
to the Authority, who have served as informal advisors to the Authority; and
WHEREAS, the practice of making such additional appointments has provided
a pool of qualified applicants for the appointment of future commissioners; and
WHEREAS, the Council desires to clarify the status of these additional
appointees to the Authority, particularly with respect to its policy regarding
alternates; and
WHEREAS, the Authority is also desirous of retaining these additional
appointees to the Authority, in addition to the five commissioners provided by
statute.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS
that the existing policy of appointing two (2) additional members of the
community to serve as informal advisors to the Authority, in addition to the five
(5) regular commissioners, shall be continued and that the positions held by
such additional appointees shall not be considered "alternate positions" for the
purpose of implementing the provisions of Resolution 90-100, pertaining to the
elimination of alternate positions on City boards and commissions.
Passed and adopted at a regular meeting of the Council of the City of Fort
Collins held this 21st day of May, A.D. 1991.
