HomeMy WebLinkAbout1998-021-02/03/1998-AUTHORIZING THE MAYOR TO ENTER INTO AN IGA WITH THE COLORADO DEPARTMENT OF TRANSPORTATION FOR THE DE RESOLUTION 98-21 OF THE COUNCIL OF THE CITY OF FORT COLLINS AUTHORIZING THE MAYOR TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE COLORADO DEPARTMENT OF TRANSPORTATION FOR THE DESIGN AND CONSTRUCTION OF NEW BRIDGES ACROSS SPRING CREEK AT REMINGTON STREET AND AT WELCH STREET AND FOR OTHER EMERGENCY DAMAGE REPAIRS WHEREAS,on Monday,July 28, 1997,an intense storm produced record amounts of rainfall and significant flooding in Fort Collins, and particularly along Spring Creek; and WHEREAS,in response to the extensive flooding and resultant damage, Colorado Governor Roy Romer issued an executive order declaring a disaster emergency; and WHEREAS, on August 1, 1997, President Bill Clinton declared a major disaster under the Stafford Act and authorized federal relief and recovery assistance; and WHEREAS, based upon the state and federal emergency declarations, Federal Emergency Relief Funds were made available to reimburse the City for emergency repairs and restoration work; and WHEREAS, federal funds for such repairs are administered by the Colorado Department of Transportation; and WHEREAS, the Spring Creek flooding of July 28, 1997, caused extensive damage to the bridges at Welch Street and Remington Street, which bridges have been qualified by the Federal Highway Administration for replacement; and WHEREAS, the Colorado Department of Transportation has presented to the City an intergovernmental agreement providing for the expenditure of$1,237,213.18 in combined federal and City participating funds, as hereafter set forth; and WHEREAS, the Council of the City of Fort Collins has determined that it is in the best interests of the citizens of the City that the Mayor execute said agreement on behalf of the City. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the Mayor be, and hereby is,authorized to execute an intergovernmental agreement with the Colorado Department of Transportation for the provision of funding for conducting emergency repairs and restoration to sites and facilities damaged by the July 28, 1997 flood as follows: A. Restoration to the bridge at the intersection of Remington Street and Spring Creek as follows: • Federal participating funds: $344,745.64 • City participating funds: $86,186.41 • Total Funds: $430,932.05 B. Restoration to the bridge at the intersection of Welch Street and Spring Creek as follows: • Federal participating funds: $277,512.00 • City participating funds: $69,378.00 • Total Funds: $346,890.00 C.
