OF THE COUNCIL OF THE CITY OF FORT COLLINS
SUPPORTING THE ELECTION OF WATER CONSERVANCY
DISTRICT BOARD MEMBERS
WHEREAS, under present Colorado Law , Water Conservancy District
Board Members are court appointed; and
WHEREAS, it is the opinion of the Council of the City of Fort Collins
that the court appointment of Water Conservancy District Board Members
limits the accountability of such members, discourages public debate,
and deprives the public of an opportunity to participate in major economic
and environmental decisions; and
WHEREAS, Water Conservancy Districts are independent taxing entities
that coordinate water storage and irrigation projects; and
WHEREAS, the practice of appointing rather than electing Board members
is tantamount to taxation without representation; and
WHEREAS, for the foregoing reason, it is the opinion of the Council
of the City of Fort Collins that Water Conservancy District Boards ought to
be political bodies rather than technical bodies.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that Representatives and Senators of the State of Colorado are
emplored hereby to introduce and support legislation to allow the selection
of Board members for Water Conservancy Districts by election through a vote
of the people rather than by, the present practice of appointment by the
court.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 2nd day of April , A. D. 1985.
