HomeMy WebLinkAbout1996-048-04/16/1996-EXCEPTION COMPETITIVE BID INSITUFORM PLAINS INC SEWER MAIN REPAIR WASTEWATER UTILITY RESOLUTION 96-48 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROVING A CONTRACT WITH INSITUFORM PLAINS, INC., FOR THE REPAIR OF EXISTING SEWER MAINS AS AN EXCEPTION TO THE USE OF COMPETITIVE BID OR PROPOSAL. WHEREAS,Insituform's sleeving method has been used previously by the City's Wastewater Utility Department as a viable method for sewer main rehabilitation; and WHEREAS,the Wastewater Utility has conducted research proving Insituform's method is more cost effective and less disruptive to citizens, businesses and traffic than the conventional method of excavation and replacement; and WHEREAS,previous attempts to bid and City's requirements have resulted in one bid being received from Insituform Plains, Inc. with the only other firm, Inliner, not ASTM approved; and WHEREAS, funds have been budgeted and approved in the Wastewater Utility budget for 1996; and WHEREAS, Section 8-160(d)(1)(a) of the Code of the City of Fort Collins authorizes the Purchasing Agent to negotiate the purchase of supplies and services without utilizing a competitive bidding process where the Purchasing Agent determines that only one responsible source exists; and WHEREAS,the Purchasing Agent has determined that only one responsible source exists, and has submitted the requisite justification to the City Manager for approval; and WHEREAS, the City Manager has reviewed and approved the justification for this acquisition; and WHEREAS, Section 8-160(d)(3) required approval of this purchasing method by the City Council for items costing more than Fifty Thousand Dollars ($50,000) prior to acquisition. NOW,THEREFORE,BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS that the following acquisitions of services from Insituform Plains, Inc., for the relining of certain existing sewer mains, are hereby approved: 1. Services during 1996 at a cost not to exceed Two Hundred Thousand Dollars ($200,000); and 2. Services during 1997 at a cost not to exceed Two Hundred Thousand Dollars ($200,000), subject to the subsequent appropriation of sufficient funds in 1997.
