OF THE COUNCIL OF THE CITY OF FORT COLLINS
CREATING A COMMUNITY AIR QUALITY TASK FORCE
WHEREAS, in 1977 the Council of the City of Fort Collins adopted the
Goals and Objectives of the City of Fort Collins, which includes a goal of
maintaining and preserving the air quality of the Fort Collins region; and
WHEREAS, in 1985 the Council of the City of Fort Collins adopted the
Air Quality Monitoring and Control Plan for the City of Fort Collins, which
sets forth principal air quality issues of concern, including (1) carbon
monoxide levels associated with mobile source emissions, (2) particulate
emission levels associated with fugitive dust, (3) residential wood
combustion, (4) visibility related values, and (5) local air quality
maintenance; and
WHEREAS, measured air quality in Fort Collins does not yet meet the
National Ambient Air Quality Standard for carbon monoxide; and
WHEREAS, the U.S. Environmental Protection Agency (EPA) has therefore
called for amendment of the Fort Collins Element of the State
Implementation Plan (SIP) for air quality, which SIP amendment must state
actions the Fort Collins community will take to meet the EPA carbon
monoxide standard and maintain it in the future; and
WHEREAS, preparation of the SIP amendment will be supervised by a lead
planning agency designated jointly by affected local governments and the
state; and
WHEREAS, actions to be considered for improving air quality would
likely affect all segments of the Fort Collins community, including such
measures as improving traffic flow, reducing vehicle miles of travel ,
reducing vehicle idling, using alternate fuels, and adjusting the
procedures for land use planning, transportation planning, and development
review; and
WHEREAS, Resolution 89-126 of the Council of the City of Fort Collins
states the goal of creating a community air quality task force; and
WHEREAS, it is in the best interests of the City and its citizens that
such a task force be created to provide the Council with information and
recommendations- from regulated businesses, business organizations, major
employers, hospitals, transit providers, atmospheric scientists,
environmental groups, universities, public health officials, and civic
groups.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That a Community Air Quality Task Force (the "Task
Force") , consisting of nine (9) members of the community to be subsequently
appointed by Council , is hereby created. Members of Boards and Commissions
of the City may be appointed to the Task Force.
Section 2. That the Task Force shall serve as an advisory body to
City Council and shall recommend policies and programs to improve and
maintain air quality including, without limitation, the tasks described
hereafter.
Section 3. That the Task Force is assigned the task of advising City
Council regarding all aspects of the carbon monoxide SIP amendment to be
prepared by the air quality lead planning organization. Activities
relevant to the amendment of the SIP on which Council seeks advice include,
without limitation, the following: reviewing air quality data, the setting
of emission-reduction targets, taking inventory of emissions and sources,
selecting potential control strategies for in-depth analysis, reviewing
impacts of selected control strategies (air quality, economic and social
impacts) , showing that the selected control strategies will attain and
maintain air quality standards using an air quality model , obtaining
commitments from implementing organizations, building community consensus
around a course of action, and the adoption of a final SIP amendment.
Section 4. That the Task Force is assigned the task of reviewing the
June 1985 Air Quality Monitoring and Control Plan for the City of Fort
Collins and recommending revisions or addenda as needed.
Section 5. That within six (6) months following its first meeting,
the Task Force shall submit to Council a work plan outlining its activities
for the following twelve (12) months. The Task Force shall submit
additional work plans to the City Council for each successive twelve (12)
month period.
Section 6. That the Task Force, Planning and Zoning Board, Ad-Hoc
Transportation Committee, and Natural Resources Advisory Board are
directed to coordinate their respective activities, recognizing that
transportation and land use decisions, policies, and programs can affect
future air quality. Recommendations of the Task Force to the Council
regarding policies or programs that fall within the purview of another
Board or Commission are to be directed as an item of information to that
Board or Commission.
Section 7. That the Task Force shall remain in existence until the
carbon monoxide SIP amendment has been adopted by the Colorado Air Quality
Control Commission, or until needed revisions to the Air Quality Monitoring
and Control Plan for Fort Collins have been adopted by Council , whichever
is later. At that time, Council shall evaluate the need for continuation of
the Task Force. -
Section 8. That the Council hereby appoints Gerry Horak and Bob
Winokur to serve as Council liaisons to the Task Force.
Passed and adopted at a regular meeting of the City Council held this
1st day of August, 1989.
