OF THE COUNCIL OF THE CITY OF FORT COLLINS
CREATING AN AD-HOC COUNCIL GOVERNANCE COMMITTEE
AND MAKING APPOINTMENTS TO SAID COMMITTEE
WHEREAS, the City Council has adopted Resolution 89-126 setting goals
for the period ending April 2, 1991; and
WHEREAS, Goal N10B is to "create an ad hoc committee of City Council
to address issues of governance, in particular, Council leadership,
district representation, and the office of Mayor" to "encourage accurate
communications between the City and the citizens and customers"; and
WHEREAS, the City Council wishes to formally create an Ad-Hoc Council
Governance Committee (hereinafter called the "Committee") and to appoint
three Councilmembers to serve on said Committee; and
WHEREAS, the City Council wishes to establish guidelines for the scope
and direction of the study to be conducted by the Committee.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1 . That an Ad-Hoc Council Governance Committee is hereby
created, which shall consist of three Councilmembers.
Section 2. That said Committee shall conduct a comprehensive study in
a complete and thorough manner and make recommendations to the Council with
the intent of bringing closure to the following issues of governance:
Council leadership, district representation, and the office of the Mayor.
Specific topics for Committee review shall include without limitation:
COUNCIL LEADERSHIP (OPERATION) :
■ Form of government
■ Council communication with the community
■ Community perceptions concerning leadership
■ Council/staff relationships and roles
DISTRICT REPRESENTATION:
■ At-Large/District election systems
■ Establishment of District boundaries
OFFICE OF THE MAYOR (STRUCTURE):
■ Mayoral selection process
■ Mayoral compensation
■ Role and powers of the Mayor
■ Mayoral term of office
■ Mayoral vacancy process
Section 3. That said Committee is directed to establish a community
outreach program to engage in a viable dialogue among the citizens and
various groups and organizations of Fort Collins, to actively solicit a
cross section of community opinion concerning the issues to be studied, and
to inform the Council as the study progresses.
Section 4. That the Committee be, and hereby is, directed to present
a workplan for Council review no later than January 1, 1990, and to
complete the study and present findings and recommendations to the Council
no later than August 1, 1990.
Section S. That the following named Councilmembers are appointed to
serve on the Committee until such time as the Council may decide to make
new appointments:
Ann Azari
Gerry Horak
Loren Maxey
Section 6. That in addition to staff time, an amount up to $1,500
shall be allocated to cover direct costs such as printing to assist the
Committee in meeting the directions outlined in this Resolution.
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 5th day of September, 1989.
