OF THE COUNCIL OF THE CITY OF FORT COLLINS
AUTHORIZING THE CITY MANAGER TO
ENTER INTO A PROFESSIONAL SERVICES AGREEMENT
WITH BLACK AND VEATCH ENGINEERS FOR
CONSTRUCTION ADMINISTRATION SERVICES FOR THE
WATER PLANT OPTIMIZATION PROJECT
WHEREAS, following closure of the City's Poudre Canyon Water Treatment
Plant, the City embarked upon a project to optimize the treatment plant
capacity of the LaPorte Avenue Water Treatment Plant; and
WHEREAS, as a part of said Optimization Project, Black and Veatch
Engineers provided services in exploring the various mechanisms for
optimizing the City's Water Treatment Plant capacity and provided design
engineering services for the design of the mechanism selected; and
WHEREAS, Black and Veatch Engineers has provided valuable service to
the City with respect both to the Plant relocation and the Expansion
Project, as well the Optimization Project; and
WHEREAS, because of Black and Veatch Engineers' familiarity with said
Plant and its technology, and with the Optimization Project which it has
designed, the Council does hereby determine that the engineering services
during construction to be provided for the Optimization Project are so
limited that the normal bid process cannot be used or will result in
substantially higher costs to the City, and accordingly, that Black and
Veatch Engineers should be selected for the performance of said
construction engineering services.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City Manager be, and he hereby is, authorized to enter
into a professional services agreement with Black and Veatch Engineers for
the purpose of construction administration and engineering services for the
construction phase of the Water Plant Optimization Project, for a total
cost not to exceed One Hundred Ninety-one Thousand Eight Hundred
Seventy-eight Dollars ($191,878) .
Passed and adopted at a regular meeting of the Council of the City of
Fort Collins held this 19th day of Se tember, 198
