OF THE COUNCIL OF THE CITY OF FORT COLLINS
STATING THE CITY COUNCIL'S SUPPORT OF THE PROPOSED
HELP PRESERVE OPEN SPACES INITIATIVE FOR
A 1/4 CENT SALES AND USE TAX FOR OPEN SPACE,
NATURAL AREAS,WILDLIFE HABITAT, REGIONAL PARKS AND TRAILS
THROUGHOUT LARIMER COUNTY
WHEREAS, Help Preserve Open Spaces, a citizens group, successfully petitioned the
registered voters of Larimer County to place a county-wide 1/4 cent sales and use tax (the "Initiated
Tax") on the ballot for November 7, 1995; and
WHEREAS,the Initiated Tax would begin on January 1, 1996 and end December 31, 2003;
and
WHEREAS, the revenue generated by the Initiated Tax would be used for the acquisition,
development, management and maintenance of open space, natural areas, wildlife habitat, regional
parks and trails; and
WHEREAS, at least 55% of the revenue generated by the Initiated Tax would be distributed
to Fort Collins and the other incorporated cities and towns wholly located within Larimer County
based on sales tax generation or population, whichever benefits that community the most; and
WHEREAS, City staff recommends that the Council support the proposed Help Preserve
Open Spaces Initiative because of the benefits that will be provided to Fort Collins residents by the
Initiated Tax; and
WHEREAS, Council support for the Help Preserve Open Spaces Initiative is based on the
premise that benefits received by Fort Collins residents from the Initiated Tax will be proportionate
to their contribution of sales tax revenues.
NOW,THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS asfollows:
That the City Council supports the Help Preserve Open Spaces Initiative for a county-wide
1/4 cent sales and use tax beginning January 1, 1996 and ending December 31, 2003, with proceeds
to be used for open space, natural areas, wildlife habitat, regional parks and trails and the long-term
management and maintenance of those purposes, to be placed on the November 7, 1995 ballot.
